Supervisory Safety and Occupational Health Specialist (Safety Officer)

Serves as the Safety Officer for unit-wide program responsibility in occupational, emergency management, and environmental operations. Major duties
Provide leadership and technical direction to maintain unit-wide occupational safety, health, emergency management, and environment-of-care programs. Implement, analyze, and update Safety, Security, Emergency Management care plan policies to meet safety standards in accordance with Federal, State, and Local law. Validate safety corrective actions plans. Organize and initiate a variety of preparedness code drills to establish facility readiness, evaluate practice, design corrective actions, conduct pre-construction assessments, evaluate incident reports, and assess PPE equipment. Construct analysis reports, make recommendations for operational plans, engage emergency meeting and events, and provide presentation of safety data to facility leadership. REQUIREMENTS This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes. A one-year supervisory/managerial probationary period may be required upon selection/placement. Confidential Financial Disclosure Form required. The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is ineligible for the Bargaining Unit. Recruitment or relocation incentives may be authorized. At least a 6 month service agreement will be required.
What you need to qualify
To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Individual Occupational Requirement (IOR) In order to qualify for this position, you must meet one of the Individual Occupational Requirement (IOR) options for the Supervisory Safety and Occupational Health Specialist (Safety Officer) position. Completed a undergraduate or higher level degree in a major -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. Experience in one (1) of the following specialties such as managing safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination. (You must provide copy of certification with your resume). In addition to the Occupational Requirement, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-13: One (1) year of specialized experience that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This specialized experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service as described in the vacancy announcement. Examples Include: Provide comprehensive direction to facility programs and work organization leadership and employees for responsive planning and execution of safety plans. Accept and review safety process and validate corrective actions plans. Define facility potential hazards and write management care plan policy or updates to meet safety standards in accordance with applicable law and organization policy. Initiate preparedness drills to evaluate employee and customer readiness. Collect response data and design corrective actions plans to reduce vulnerability. Analyze safety and workplace aspects to make recommendations and provide facility leadership end results of compliance and accountability. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
