The Office of Financial Management (AFM) provides financial oversight and information on the use of agency financial resources. The Cost Accounting & Labor Distribution Division is responsible for providing the full cost of FAA products and services. Personnel costs are a substantial part of the FAA cost structure and must be reported accurately. Cost Accounting System collects data on these costs in the form of projects and tasks to provide reports on labor/non-labor costs to FAA management.

Major duties

The Systems Accountant is a recognized subject matter expert located within the Cost Accounting Branch (AFM-410). The position provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. Applies legislative and executive guidance including Federal Accounting Standards Advisory Board (FASAB) concepts and standards, Department of Treasury, General Accountability Office (GAO) guidance, and Office of Management and Budget (OMB) circulars to implement FAA¿s cost accounting policies, procedures, and practices. Also, interprets and adheres to the Chief Financial Officer (CFO) Act of 1990. The Systems Accountant leads collaboration with the Financial Statements and Reporting Division, AFM-600, to produce the Statement of Net Cost, along with producing standard and ad hoc cost managerial reports for the agencies¿ Line of Business (LOBs) and Staff Office (SO). Senior Systems Accountant to coordinate with the Office of Financial Management, AFM-1 and the Cost Accounting & Labor Distribution Division, AFM-400, to respond to requests for cost accounting information from internal and external stakeholders to include the FAA¿s CFO, program offices, auditors, Department of Transportation (DOT), GAO, OMB, and Congress. Applies experience and expert knowledge in designing and implementing automated financial systems. Using applicable federal government General Accepted Accounting Principles (GAAP), lead design, development, test, and implementation of major enhancements to the FAA Cost Accounting System, ensuring that they meets all applicable federal government requirements guidance and users' needs. Participates in adapting and modifying system components to meet changing requirements or to comply with new legislation. Defines specifications for converting from manual to automated processes. Analyzes business processes and develops approaches to streamline them. Applies analytical methods and techniques, manipulates complex data sets and researches information for compilations, development, and preparation of financial managements reports. Broad policies and objectives provide general guidance for addressing issues. The Systems Accountant provides expert guidance and instruction both internally and externally to address diverse, complex issues which often cross multiple projects, programs, and/or functional areas. Develops Standard Operating Procedures (SOPs), along with monitoring and analyzing automated interfaces to ensure accurate and complete financial transactions, and the reliability of the financial systems. Supports financial statements audits by meeting with auditors, preparing briefings, providing data, accounting information and reports as well as addressing findings and recommendations for improvement through formal corrective action plans. Develops, reviews, and maintains internal controls to comply with OMB Circular A-123 Appendix D, Federal Financial Management Improvement Act (FFMIA) and Federal Management Financial Integrity Act (FMFIA). As required by FAA management, leads responds to questions from oversight groups including the DOT, Office of Inspector General (OIG), GAO, and others. Reviews and analyzes large volumes of financial data, records, reports and user comments to identify issues and problems. Works with management and experienced professionals to resolve technical issues related to financial operations and accounting. Provides guidance, technical assistance and training to office personnel. Work is reviewed primarily through status reports and at project completion. The work activities and project assignments impact directly on the objectives of one or more organizational units, major subdivisions, LOB/SOs and affects the objectives of the FAA.

IN ADDITION TO MEETING THE BASIC EDUCATIONAL REQUIREMENTS BELOW: To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE STATEMENT: 1. Expertise gathering requirements for financial systems enhancements, preparing financial statements, and conducting complex data analysis. AND 2. Experience designing, developing, testing and implementing major enhancements to financial systems. You should include relevant examples of the specialized experience in your work history. NATCA Multi-unit Interview Criteria: Article 42, Section 5 states: If the Agency decides to interview any qualified employee on the selection list, then all on the list who are qualified must be interviewed. If the selection list is shortened to a best qualified list through a comparative process, then the best qualified list shall be considered to be the selection list. If it is determined that interviews are required and telephone interviews are not utilized, travel expenses incidental to these interviews will be paid in accordance with the Agency¿s travel regulations and this Agreement
