This National Guard position is for a LOGISTICS MANAGEMENT SPECIALIST, Position Description Number D1638P02 and is part of the PA 271st Combat Communications Squadron, National Guard. 1 or more Position(s) may be hired against this Announcement.
Major duties
As a Logistics Management Specialist, GS-0346-11, you will serve as the program manager for the Integrated Deployment System (IDS) Deployment Management System (DeMS), Contingency Operations/Mobility Planning and Executive System (COMPES), Logistics Module-Base Level (LOGMOD-B), Computer Aided Load Manifesting (CALM), and Cargo Movement Operations System (CMOS). Formulate and consolidate logistical annexes for IDS guidance, based on regulations, manuals, instructions and directives issues by higher headquarters. At the direction of, and in conjunction with, the commander, identifies required deployment/redeployment support with the unit staff and host base for the transportation of equipment and personnel. Review resource/logistics plans, programs and deployment activities with the commander to ensure authorized mobility equipment is available or on order, and ensures equipment is properly budgeted. Participate in site surveys to ascertain, identify and plan airlift and logistical support requirement needs in support of unit contingency operations/taskings. Maintain and analyze the correlation of data between the Unit Type Code (UTC), Unit Management Information System (UMIS), Designed Operational Capacity (DOC) statements and all applicable plans for the unit's readiness reporting and tasking. Identifies problems/discrepancies and reports these to the commander. Evaluate the unit's logistics posture as reported in the Status of Resources and Training System (SORTS) program. Perform pilot/non-pilot unit responsibilities in accordance with applicable directives. Provide input to Support Agreements, Letters of Agreement (LOA) and Memorandums of Agreement (MOA) for the unit. Perform other duties as assigned

AREA OF CONSIDERATION: Non-Bargaining Position AOC 1: NG Employees at the 271st CCS AOC 2: NG employees in the 193 Special Operations Wing (This includes 193rd SOW, 193rd RSG, 193rd AOG, 211th EIS, 271st CCS, 201st RHS, 112th ACS, 203rd Weather Flight, 193rd SOW Det 2, 148th ASOS, PA ANG HQ DET 1) AOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National Guard (This includes Traditional Airmen, Temporary Technicians and AGR Personnel) Military Grades: ENLISTED: E3-E7 Supervisor for this position is Maj Wilson Manpower #00866322 *NOTE: Accessioning into this position is contingent upon verification of Secret Security Clearance GENERAL EXPERIENCE: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
