What you'd do

As a senior Procurement Analyst, you will be responsible for developing, interpreting and implementing acquisition guidance for a branch in the Office of Business Optimization (Supply Chain Risk Management, Acquisition Risk Management or Workforce Division). Location of Position: FAS, Office of Business Optimization Duty station to be determined upon selection. We are currently filling four vacancies, but additional vacancies may be filled as needed.

Major duties

Major duties include, but are not limited to the following: Provides advice and assistance to FAS organizations on acquisition matters to ensure compliance with applicable laws, regulations, policies and guidance to ensure that operating practices are consistent across FAS. Represents the agency at senior level management meetings, working groups, and committees and speaks on behalf of the organization with other key officials in the agency, other Federal Agencies, and private industry. Analyzes, develops, evaluates, and advises on new concepts and developments, methods and procedures to improve the operational effectiveness of FAS organizations in fulfilling assigned responsibilities. Analyzes and provides authoritative advice on a full range of acquisition related material, including proposed changes to the Federal Acquisition Regulation (FAR), proposed legislation, and policy or regulatory initiatives originating from Congress, Office of Management and Budget (OMB), Office of Federal Procurement Policy (OFPP) and other agencies for impact on FAS business lines. Develops and establishes guidance, direction, and/or instruction, on acquisition related matters and directs the dissemination of information to FAS personnel by guidance documents, training materials and other means. Documents and tests controls, reviews identified risks and assesses the effectiveness of controls over FAS programs. Coordinates with FAS Internal Control program leads as needed to ensure accurate assessments. Reviews corrective action plans as needed and continuously monitors. Identifies practices and procedures which deviate from prescribed agency acquisition policies and statutory requirements; recommends corrective action and monitors progress in implementation of the corrective action.

The GS-13 salary range starts at $106,437 per year. Locality may vary. The GS-14 salary range starts at $125,776 per year. Locality may vary. This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment. 1102 Qualifications GS-13 & above: You must meet the requirements in 1, 2, or 3 below: 1. All of a, b, and c below: (a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4 years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. 2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3. 3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist. Transcript Requirement: To receive consideration for this position, applicants must submit transcripts documenting completion of the required bachelor's degree and at least 24 semester hours in the qualifying fields listed above. If you do not provide your bachelor's transcripts with your application, your eligibility for this position cannot be verified. To qualify at the GS-13, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is defined as experience developing, interpreting, or applying acquisition policies, guidance, or procedures within an organization. This experience must demonstrate the ability to support acquisition activities and must include at least three (3) of the five (5) statements below: Analyzing acquisition regulations, policies, or proposed legislative or regulatory changes (e.g., FAR, agency supplements, Office of Management and Budget (OMB), Office of Federal Procurement Policy (OFPP) initiatives) and providing recommendations on their impact to programs or operations; Assisting in the development of acquisition guidance, procedures, or training materials to support implementation of or compliance with acquisition policies; Supporting or advising program officials on acquisition matters or participating in meetings, working groups, or coordination of efforts related to acquisition activities; Assisting in assessing acquisition programs for compliance with policies and procedures, identifying deficiencies, and supporting corrective action activities; Applying or supporting risk management principles in the acquisition process, including documenting risks associated with supply chains or internal controls. To qualify at the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as experience developing, interpreting, and implementing acquisition policies, guidance, or procedures within an organization. This experience must demonstrate the ability to apply acquisition concepts at an organizational level and must include at least four (4) of the six (6) statements below: Analyzing acquisition regulations, policies, or proposed legislative or regulatory changes (e.g., FAR, handbook, OMB/OFPP initiatives) to determine impact to programs or operations and develop recommendations; Developing and issuing acquisition guidance, procedures, or training materials to support consistent implementation of acquisition policies across an organization; Advising leadership or program officials on acquisition matters and representing an organization in meetings, working groups, or interagency forums; Coordinating and consolidating input across organizational units to develop recommendations, guidance, or policy positions; Assessing acquisition programs for compliance with policies and requirements, identifying deficiencies, and recommending or monitoring corrective actions; Applying risk management principles to acquisition programs, including evaluating risks associated with supply chains or internal controls and recommending mitigation strategies.
