Director, National Declassification Center
What you'd do
This position is part of the National Archives and Records Administration, National Declassification Center. The incumbent serves as Director of the National Declassification Center working with senior level representatives of other government agencies to implement the declassification provisions of Executive Order 13526 as amended.
Major duties
As The Director, National Declassification Center, you will: Develop policies and procedures for declassification in cooperation with inter-agency partners. Ensure that the policies and procedures conform not only to national security requirements, but are archivally sound. Coordinate development of the National Declassification Center's (NDC) work plan; determine priorities and implement declassification program. Establish a quality assurance program using principles of risk management to ensure protection of still sensitive information while providing for maximum release of historically valuable information. Work with agency training staffs to develop standard training for declassification personnel in order to reduce instances of missed and/or misidentified equity. Direct efforts to use technology for more efficient declassification, particularly with regard to electronic and special media records.

The Executive Core Qualifications (ECQs) Technical Qualifications (TQs) must be demonstrated within your 2-page resume. Technical Qualifications (TQs). TQs are designed to assess an applicant's experience relevant to the specific position requirements. All applicants must clearly demonstrate in their two-page resume, experience and accomplishments related to the TQs below: A. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Demonstrated knowledge and experience in the implementation of Executive Orders (e.g., E.O. 13526), laws and regulations regarding information security, classification management, declassification, and access to government information. This includes the ability to coordinate and resolve declassification issues within an agency environment and across multiple agencies. TQ 2: Ability to manage an archival declassification program to include directing a professional staff, overseeing a budget, developing program policies, objectives, priorities, and goals, and integrating programs and functions with the priorities of the Strategic Plan. B. EXECUTIVE CORE QUALIFICATIONS (ECQs): Your resume should demonstrate accomplishments that would satisfy the ECQs. The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications. There are five ECQs: 1. COMMITMENT TO THE RULE OF LAW AND THE PRINCIPLES OF THE AMERICAN FOUNDING - Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and rule of law, and commitment to serve the American people. 2. DRIVING EFFICIENCY - Demonstrated ability to strategically and sufficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. 3. MERIT AND COMPETENCE - Demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. 4. LEADING PEOPLE - Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. That includes, when necessary, the ability to lead people through change and to hold individuals accountable. 5. ACHIEVING RESULTS - Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: Noncompetitive Applicants - If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, ECQs are not applicable. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
