Employee will serve as a Budget Technician assigned to the Office of Research and Development located at the Veterans Healthcare Administration in Minneapolis, MN.

Major duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties will include, but may not be limited to the following: Assists in accounting, forecasting, and executing the Research budget. Works with researchers to ensure funds are managed in a fiscally responsible manner. Reviews annual budget forecasts and spending plans and recommends adjustments based on historical spending plans. Performs a variety of budgetary, administrative, and statistical functions to determine funding program validity, form future budges needs and provide written assessments to researchers. Tracks funds distribution, monitors costs and expenditures, reconciles commitments and obligations, identifies excess funds, and prepares reports projecting the use of available resources. Enters budgetary data into a variety of forms, schedules, and reports, and recommends and adjusts when required. Prepares a variety of reports related to the status of funds, expenses, obligations, Full-Time equivalent (FTE) and workload. Serves as a government purchase card holder with authority to make credit card purchases. Purchases supplies, equipment, and services. Contacts respective contractor/vendor for oral or written quotes and determines source based on price, delivery, etc. Reviews and reconciles billing statements and resolves discrepancies as required, for processes of payment. Gathers, extracts, and compiles data for use in recurring and non-recurring report formats and provides status updates on a regular basis. Prepare statistical reports, noting variances and assisting in determining the cause and effect. Create procedural instructions for budget processes and procedures to expedite/facility the correct completion of all budget/financial forms and processes. Perform other duties as necessary. Work Schedule: Full-Time, Monday-Friday, 8:00am - 4:30pm Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process. What you need to qualify

To qualify for this position, applicants must meet the specialized experience described below. SPECIALIZED EXPERIENCE: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-6) in the Federal service. Specialized experience includes: Using computerized automated accounting systems to enter budgetary and financial data, to compile, consolidate, organize, summarize, and prepare various budget/financial reports; Purchasing supplies and equipment using an organizational credit card; Tracking and monitoring costs, expenditures, obligations, and purchases and reconciling these monetary/financial accounts; and Conducting cost benefit analysis to develop budget plans and forecasts for various funding control point accounts.
