What you'd do

The Federal Retirement Thrift Investment Board (FRTIB) is looking for a highly qualified and motivated individual to serve as an IT Cybersecurity Specialist (Security Architect). This Job Opportunity Announcement (JOA) may be used to fill other IT Cybersecurity Specialist (Security Architect), GS-2210-14, positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

Major duties

Ensures that the delivery of new systems developed, acquired, or implemented within FRTIB meets the baseline cybersecurity requirements defined by the IT Security Management Division (ITSMD). Provides expert subject matter expertise on new and ongoing multi-year cybersecurity projects. Participates in and provides expert technical advice and guidance on cybersecurity strategic program planning and budgeting. Provides management and oversight of cybersecurity platform operations and maintenance, including directing and implementing secure change and configuration management. Oversee cybersecurity work on contracts, acting as the Contracting Officer’s Representative (COR) or advising the COR. Ensuring that new systems developed, acquired, or implemented within FRTIB meet the baseline cybersecurity requirements defined by ITSMD.

These qualifications are typically gained through experience in the information technology field or through work where information technology is the primary focus. Your resume must clearly describe your experience in sufficient detail to allow a determination of whether you meet the requirements below. Required Competencies In addition to meeting the specialized experience requirement below, your experience must demonstrate the following competencies at the proficiency levels indicated. These competencies will be assessed through the USA Hire online assessment administered as part of this application process. Attention to Detail: Level 4 - Meets Requirements Customer Service: Level 4 - Meets Requirements Decision Making: Level 3 - Meets Requirements Information Management: Level 4 - Meets Requirements Interpersonal Skills: Level 4 - Meets Requirements Oral Communication: Level 3 - Meets Requirements Problem Solving: Level 4 - Meets Requirements Teamwork: Level 4 - Meets Requirements Technical Competence: Level 4 - Meets Requirements Specialized Experience To be considered qualified for this position, you must have at least one year of full-time specialized experience equivalent in difficulty and responsibility to the GS-13 grade level in the federal government. Your experience must demonstrate all four of the following areas. Experience in only some of these areas is not sufficient to meet the minimum qualification requirement for this position. Federal experience is not required - equivalent private sector, contractor, or military experience will be evaluated on the same basis. Your experience must include all of the following: a) approving the security design and implementation of enterprise technology solutions to ensure systems meet security requirements and support organizational objectives; b) developing security architectures for enterprise systems and networks to support secure operations across complex technology environments; c) evaluating cybersecurity risks, conducting security reviews, identifying gaps in security controls, and recommending corrective actions to improve organizational security posture; and d) overseeing cybersecurity projects, contractor performance, or technology service delivery efforts to ensure successful implementation of security requirements and achievement of organizational goals. Your resume must clearly describe the specific duties you performed, your level of responsibility, and the timeframe of your experience in each of the four areas above. Responses that cannot be verified by your resume may result in a lower rating or an ineligibility determination. *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
