What you'd do

You will serve as a Supervisory General Engineer/Architect, also known as the Supervisory Construction Manager, in Naval Facilities Engineering Systems Command Mid-Atlantic, at the Resident Officer in Charge of Construction (ROICC) office in Great Lakes.

Major duties

You will oversee all aspects of assigned construction work to include work assignment and the mentoring and training of subordinate staff. You will serve as the primary point of contact and team leader for coordination of assigned construction projects within their branch. You will be familiar with NAVFAC policies and objectives, the Business Process Management System (BPMS), and Engineering Construction Bulletins (ECBs) and guide their implementation in the office. You will provide representation (if needed) on construction contract selection and claims boards; reviews proposed field changes for engineering/architectural soundness and adequacy and assures they are within the assigned funds. You will provide status updates on the performance of the ROICC and provide feedback on the annual resource requirements for the projected workload. You will serve as a mediator on difficult issues, including serving as the lead technical representative for complex contract changes and claims.

What you need to qualify

Selective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) or Registered Architect (RA) in any state, the District of Columbia, Guam or Puerto Rico. Do you meet this requirement? Note - if you respond "YES", you must provide a copy of your current registration with your application. The registration must show the date of currency or additional documentation must be provided from the registration agency showing the dates the registration is current. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as a member/lead and/or supervisor of a team of engineers/architects and technicians performing a full range of multidisciplinary engineering responsibilities related to military construction (MILCON and construction quality assurance; 2) Utilizing and researching knowledge of advanced concepts, principles, and practices in engineering/architecture to advise in the area of construction practices and techniques in the development of construction project specifications or feasibility considerations; 3) Establishing and monitoring site and project specific procedures and submission of reports aimed at expediting the work of construction contractors; 4) Assisting in and/or seeking out solutions to problems involving the areas of all disciplines of engineering and project financing which are the result of design errors, unforeseen conditions, or changes; and 5) Evaluating construction progress and safe performance of contracted work during site visits.
