The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Field Support Branch, HQ Air Force Services Center (AFSVC).

Major duties

Plans, organizes, and directs the activities of the Filed Support Branch, ensuring that the Air Force Headquarters Air Force Services Center complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Establishes, develops, and maintains effective working relationships with all levels of management officials throughout the Air Force and civilian business communities. Analyzes installation past financial performance, historical trends, new program requirements, and current financial results to measure compliance with Air Force financial goals and objectives. Establishes, conducts, reviews, and controls the training program for all business and community activity managers, and appropriate staff.

What you need to qualify

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is Directing, planning, and administering community and business programs, including Food & Beverage (snack bars), Recreation (golf, bowling, outdoor recreation, aero clubs), and Family/Information services (ITT); Analyzing installation financial performance, historical trends, and program requirements to meet organizational financial goals; Exercising personnel management authorities, including planning and assigning work, conducting performance evaluations, establishing training programs, and advising staff on regulatory policies; Establishing and maintaining effective working relationships with high-level officials, installation leadership, and business partners to improve program effectiveness. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of military command structure, missions, and programs (to include appropriated and non-appropriated financial programs). In-depth knowledge of Services functions (Financial, Business, Community, Sustainment and Family Programs), management concepts, principles, and methodologies for found/used at various military installations. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Skill to analyze, plan, adjust work operations of a section to meet program requirements of objectives within available resources. 4. Ability to communicate effectively, both orally and in writing. 5. Ability to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness using comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. 6. Ability to plan, organize, and direct the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
