Program Analyst
What you'd do
This position has a primary responsibility to support the planning and operational management for all Community Care/Non-VA Care Services programs. This position provides information and analysis that influences the decisions regarding change, provides information and analysis for short and long-range planning and recommends change, recommends change in programs for improving coordination of workflow, and controls measures required to provide information to managers.
Major duties
Duties include, but are not limited to: Develops and maintains data capture and tracking tools to analyze Community Care program trends, workloads, costs, and personnel requirements. Prepares and submits reports, studies, and performance metrics for leadership briefings, including Directors Daily and Weekly reports. Coordinates and develops administrative documents, spreadsheets, databases, reports, and briefing materials using advanced software applications. Collects, analyzes, and compiles data from multiple sources to develop reports, presentations, and recommendations for OCC leadership. Researches and develops recommendations to improve efficiency and reduce program costs without negatively impacting operations. Supports program effectiveness by monitoring consult timeliness, workflow processes, and quality improvement efforts for Community Care operations. Analyzes workload and productivity data to support operational planning and resource allocation for Community Care programs. Provides information, guidance, and referral assistance to staff, Veterans, and stakeholders regarding Community Care functions and services. Coordinates with OCC leadership, service lines, and external stakeholders to communicate program findings, clarify process issues, and support implementation of operational recommendations. Conducts special studies and research to evaluate Community Care programs, identify issues, and recommend operational improvements. Develops project plans, establishes timelines, and evaluates program processes to support Community Care operational goals and organizational effectiveness. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday, 8:00am - 4:30pm, subject to change based on the needs of the facility Telework: This position may be authorized for telework. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/07/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify for the GS-09 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-07, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience using computer programming such as Python and SQL; software such as Power BI; and Microsoft Office to include Excel; assisting in analyzing program trends and forecast anticipated changes in costs, workloads, and personnel requirements; performing data analysis and evaluation; preparing and submitting workload and productivity reports to management; collecting, validating, tracking, and maintaining data from multiple sources to ensure accuracy, integrity, and compliance with organizational reporting requirements. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B or J.D. if related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first graduate year or 18 semester hours and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. You may qualify for the GS-11 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-09, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience using computer programming such as Python and SQL; software such as Power BI; and Microsoft Office to include Excel; performing data analysis and evaluation to recommend modifications; integrating several types of software to generate specific working documents and forms such as spreadsheet, database, word processing, desktop publishing, graphics, and other similar products; performing trend analysis, forecasting, and predictive modeling to support strategic planning, operational initiatives, and resource management decisions; collaborating with multidisciplinary teams, supervisors, and stakeholders to gather reporting requirements, develop performance measures, and implement data-driven solutions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first two graduate years or 36 semester hours and specialized experience to meet the total experience requirements. The education portion must include graduate courses that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
