The primary purpose of this position is to independently perform a wide range of cargo processing operations, including rigging and operations of a 35 ton bridge crane; inspection, certification, blocking/bracing of hazardous and explosive cargo; and the operating of various types of heavy vehicles and material handling equipment.

Major duties

- Operate bridge crane. Performs visual and operational checks of all moving parts prior to start of work and reports any discrepancies noted. - Selects and utilizes proper rigging equipment. Requires knowledge of established trade practices and techniques to select and install rigging equipment such as spreader bars, slings, cables, shackles, adjustable chain slings, or nylon slings used to lift, move, and position a variety of large and heavy items. Determines center of balance, equipment required, angles of pull, stresses, and effect each strain will have on the object being handled. - Operates 5-ton tractor/trailer and various general-purpose vehicles within the confines of the installation to include the flightline. - Operates fork lifts and automated material handling equipment, such as high rise automated storage and retrieval equipment, to temporarily store and position palletized material. Maintains records and documents actions: Uses computer terminals, optical readers, bar code wands, scanners, handheld terminals, etc. - Performs material handling duties, including the use of tools and other equipment, in a safe manner, utilizing safety practices and procedures, and complying with established safety rules and regulations. Supports management and local directives.

What you need to qualify

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5700 Transportation/Mobile Equipment Operation Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a WG-5725 CRANE OPERATOR (RIGGING WORKER/MOTOR VEHICLE OPERATOR) without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the operation, capabilities, and capacities of bridge crane. Knowledge of the crane's response to control changes. Knowledge of safety regulations, practices, and procedures Knowledge of regulations, procedures, and policies related to records maintenance and documentation. 2. Ability to react quickly to hand and other signals from ground level personnel. Skill in operating the crane controls to make precise moves while maneuvering loads. 3. Ability to interpret instructions, specifications, etc. Ability to interpret and apply instructions pertaining to material handling. Ability to maintain tools, equipment, and work area in a neat, clean, and orderly manner. Ability to safely operate fork lifts. Must be skilled in handling controls for starting, stopping, backing, lifting, lowering, tilting, and driving forklifts through narrow aisles, up and down ramps, and in and out of trucks. Ability to safely drive and operate a motor vehicle, including skill in manipulating controls for starting, stopping, backing, and driving vehicles in all types of traffic and road conditions and in judging overhead, side clearance, turning radius, and braking distance. Ability to install weight handling gear such as chains, cables, ropes, and slings used to lift, move, and position a variety of large and heavy equipment, machinery, and supply items. 4. Knowledge of accepted warehousing methods, procedures, and material handling techniques. Knowledge of warehousing functions, such as material receiving and shipping. Knowledge of inventory procedures and ability to prepare inventory and production reports. Knowledge of regulations, procedures, and policies related to records maintenance and documentation and ability to screen shipping and receiving documents for discrepancies. Knowledge of rigging practices and techniques. 5. Skill in the use of automated material processing equipment and systems to include computer terminals, optical readers, and scanners. 6. Knowledge of breaking strains, safe working loads, and other physical characteristics of basic rigging materials and equipment such as jacks, tackle blocks, chainfalls, shackles, and various wire and fiber ropes to select and install the appropriate type and size of gear. Physical Efforts: Works on hard surfaces and in work areas that require standing, stooping, bending, and working in tiring and uncomfortable positions. Moves shipments and crane equipment weighing up to 50 pounds. May handle heavier items with weight lifting equipment or with assistance from other workers. Work requires light to heavy physical effort in reaching, bending, turning, or moving hands, arms, feet, and legs during crane operations or while driving, raising, lowering, and tilting forklifts. Subject to possible strain caused by vibration of forklift. Occasionally may be required to make limited emergency repairs on vehicles, such as changing a flat tire. Working Conditions: Work is done inside and outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Employee is regularly exposed to the possibility of cuts, scrapes and bruises, falls from ladders, falling material, swinging crane loads, or injury from equipment. May be exposed to dust, dirt, grease, solvents, and high noise areas while working in a mechanized work area, or radiation, toxins, explosives hazards, or chemical fumes while working in a hazardous materials area. May be required to wear protective clothing, such as hard hats, steel toed shoes, rubber gloves, masks, and rubber aprons. Drives motor vehicles in all types of traffic and weather conditions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
