This position serves as Human Resources Specialist in the Human Resources Directorate, Programs Division and is responsible for advising managers, supervisors and employees on the processes and procedures of the Workers' Compensation Program (OWCP). Major duties

As the Human Resources Specialist (Employee Benefits) you will be responsible for the following duties: The position serves as human resources specialist in the Human Resources Directorate, Programs Division and is responsible for advising managers, supervisors and employees on the processes and procedures of the Workers' Compensation Program (OWCP). Serves as primary contact for injury and unemployment compensation cases and ensures compliance with federal policy. Manages Workers' Compensation Program claims from injury through return to work, coordinating investigations and identifying issues or potential fraud. Provides guidance and training to management and staff on Federal Employees' Compensation Act requirements, case processes, leave options, and program responsibilities. Assesses reemployment and light-duty opportunities, collaborates with HR and supervisors to develop reasonable accommodations, and advises on actions to reduce continuation of compensation. Partners with Department of War, Department of Labor, medical providers, and safety officials to resolve complex cases, conduct visits, prepare reports, and recommend program improvements. This is a developmental position designed to give the necessary training and work experience to develop over time to the full-performance target level of HR Specialist (Employee Benefits), GS-0201-11, PD# HQ18030. Non-competitive promotion through the intervening position in the career ladder (i.e., GS-09) to the GS-11 target level is dependent on three conditions: 1. The continued presence and assignment of appropriate higher-level duties and responsibilities. 2. Meeting both the official qualification requirements and time in grade requirements of the target position. 3. Performing satisfactorily in the developmental position. What you need to qualify

To qualify for Human Resources Specialist (Employee Benefits) your resume and supporting documentation must support: A. Creditable specialized experience includes: GS-09 Serving as primary contact for injury and unemployment compensation cases and ensures compliance with federal policy. Managing Workers' Compensation Program claims from injury through return to work, coordinating investigations and identifying issues or potential fraud. Providing guidance and training to management and staff on Federal Employees' Compensation Act requirements, case processes, leave options, and program responsibilities. Assessing reemployment and light-duty opportunities, collaborates with HR and supervisors to develop reasonable accommodations, and advises on actions to reduce continuation of compensation. Partnering with Department of War, Department of Labor, medical providers, and safety officials to resolve complex cases, conduct visits, prepare reports, and recommend program improvements. GS-11 Managing a full portfolio of injury and unemployment compensation cases, serving as the primary liaison and ensuring all actions complied with federal regulatory requirements. Overseeing Workers' Compensation Program (OWCP) claims from initial injury through return-to-work, coordinating investigations, reviewing controverted cases, and elevating issues involving potential fraud or improper claims activity. Providing expert guidance and training to supervisors and Human Resources staff on Federal Employees' Compensation Act processes, leave options, and case management responsibilities, resulting in improved compliance and timely submission of required documentation. Assessing injured employees for reemployment and light-duty opportunities, collaborating with Human Resources and supervisors to develop reasonable accommodations that reduced continuation-of-pay and compensation costs. Coordinating with Department of War, Department of Labor, medical providers, and safety personnel to resolve complex compensation cases, conducted staff assistance visits, prepared program reports, and recommended improvements that strengthened overall program performance. B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: GS-9: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. GS-11: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-09 and GS-11 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA. For GS-11: You must have 52 weeks of Federal Service at or equivalent to GS-09. Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since being selected for a non-temporary appointment from a competitive examination register of eligibles (an announcement opened to the public) or under a direct hire authority. How You Will Be Evaluated: The assessments for this job will measure the following Competencies: Communication Compensation Minimum Qualifications Problem Solving Strategic Workforce Planning Overtime: Occasional. Fair Labor Standards Act (FLSA): Exempt. Bargaining Unit Status: Not Covered. Those retired under CSRS or FERS considered: No. DoD criteria not met. PCS/ Relocation Incentive: MAY Be Authorized.
