What you'd do
This position is located at Departmental Offices,Management CFO - Privacy, Transparency, and Records. As a Supvy Government Information Spec, you will serve as the Director, Privacy and Civil Liberties, functioning as the Department's senior authority responsible for the overall leadership, direction, and oversight of Treasury-wide PCL programs and activities.
Major duties
As a Supvy Government Information Spec, you will: Provide top-level leadership for the development, implementation, and continuous improvement of Treasury-wide privacy and civil liberties programs, ensuring compliance with the Privacy Act of 1974, as amended; the E-Government Act of 2002; OMB guidance; Executive Orders; and all applicable Federal statutes, regulations, and policies governing privacy, data protection, and civil liberties. Serve as the principal advisor to senior Treasury leadership, including the DASPTR and other executives, on all matters relating to privacy, civil liberties, data governance, emerging technology risks, and the protection of personally identifiable information (PII), including issues that are highly sensitive, complex, or high visibility. Direct and oversee privacy compliance programs, including privacy and civil liberties impact assessments (PCLIAs), system of records notices (SORNs), data minimization practices, breach response, and privacy risk management activities, ensuring alignment with Federal requirements and best practices. Initiate, plan, direct, and evaluate the overall PCL program for the Department, including establishing long-range strategic goals, performance metrics, and accountability mechanisms to ensure program effectiveness and continuous improvement. Serve as the Department's senior representative and authoritative expert on privacy and civil liberties in interactions with OMB, Congress, oversight bodies, interagency councils, and other Federal agencies.
What you need to qualify
You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: -Leading privacy and civil liberties programs and ensuring compliance with Federal privacy laws, regulations, and policies; AND -Developing privacy policies, managing compliance activities, and advising leadership on privacy and data protection issues; AND -Managing privacy and civil liberties initiatives, supervising staff, and coordinating with senior officials on complex policy matters The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
