Financial Analyst
What you'd do
The Office of Capital Budgets formulates, executes, and maintains financial systems in support of Facilities and Equipment and Research, Engineering, and Development budget justifications, financial plans, inquiries, and audits. The Capital Budgets Division has three branches. The duties of this position will serve within the Capital Budgets Division, performing multiple, varying duties and responsibilities under the direction of a branch manager.
Major duties
Serves as a Financial Analyst performing duties that may include financial planning; review/evaluation of programs; budget formulation and/or execution; audits of funding levels, sources, and program plans; and/or responding to internal and external inquiries. Utilizes automated accounting systems to include PRISM, DELPHI, REGIS, Corporate Work Plan (CWP), OBIWAN, and SPIRE to ensure the integrity, quality, and timeliness of data and decision making to meet the needs of FAA programs and projects. Applies experience and comprehensive knowledge of the budget processes to comply with the requirements and regulations of the FAA, Department of Transportation (DOT), and federal government including the Treasury Department, Office of Management and Budget (OMB), Government Accountability Office (GAO), and Congress. Provides guidance to less-experienced professionals; Develops and maintains internal management controls over automated accounting systems, subsystems and procedures to ensure financial data meets the needs of organizational programs and administrative operations. Use automated budget and accounting systems and financial analysis techniques to develop, modify, and convert financial information for presentations, reports, and other documents. Established policies/procedures provides guidance for most assignments, but the employee has discretion to select the most appropriate approach(es) or develop new approaches. Assignments may require reference to internal and external policies and extrapolation from precedents. Acts as an individual contributor and member of the division for the effective management of Facilities and Equipment (F&E) and Research, Engineering, and Development (RE&D) budgets. Manages multiple programs and/or projects simultaneously. Provides a broad range of analytical support to the managers and Director. Identifies, researches and solves a broad and complex range of budget challenges and presents findings and recommendations effectively. Develops charts, graphs, briefings, and other reports for interactions with stakeholder organizations. Prepares, reviews, and recommends reports on programs and other budget activities. Contacts are internal and external. Works collaboratively and communicates effectively with others across lines of business, leading or supporting budget tasks and projects simultaneously and independently in a fast-paced, results-oriented environment. Resolves most problems and work issues without the assistance of a manger. However, elevates issues as necessary or appropriate. Work is typically reviewed at completion for success in achieving planned results.
What you need to qualify
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H, FG/GS-12 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE STATEMENT: ¿ Experience applying financial concepts, principles, practices, laws, and regulations in analyzing data. ¿ Experience in analyzing work processes and procedures and making recommendations to improve business processes. ¿ Experience collecting, analyzing, and reconciling budgetary data across financial systems. ¿ Experience researching, analyzing information/data, and composing a variety of correspondence and reports. If it is determined that interviews are required and telephone interviews are not utilized, travel expenses incidental to these interviews will be paid in accordance with the Agency¿s travel regulations and this Agreement.
