Major duties

This position is located in the Office of the Chief Information Officer (OCIO). This mission of OCIO is to enable delivery of HUD programs, services, and management processes by providing high-quality information technology (IT) solutions and services. The strategic goals of OCIO are to: rapidly modernize HUD's information technology to support key business initiatives; transform the information technology infrastructure to adapt to and adopt emerging technologies; develop a cadre of highly capable IT professionals with mission critical competencies needed to meet the Department's goals; and provide secure, rapid, and reliable data and information to our customers. As an IT Specialist (Customer Relationship Coordinator) (Senior Project Management Leader), you will: Lead governance and decision processes for IT and ensure the Program Office is actively involved in planning and execution activities. Proactively anticipate the needs of OCIO's business customers, work with OCIO entities to identify relevant solutions, and initiate necessary activities to develop and deploy solutions. Lead Integrated Project Teams (IPTs) to ensure successful and on-time project completion. Perform a range of team leader duties, to include the distribution of workload among the team members, assure timely accomplishment of the assigned workload which includes but is not limited to, planning and execution of complex information technology projects related to OCIO programs by providing guidance on policies, plans, analysis, and procedures for the management, acquisition, design, development implementation, quality assurance control, installation, integration and testing of networked systems for the transmission of information via voice, data and or video formats. Manage changes to the business environment brought on by the implementation of new and emerging technology.

What you need to qualify

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: - Establishes and maintains effective working relationships with groups interested in or affected by programs or policies; AND - Leads project teams to ensure successful and on-time project completion; AND - Analyzes program materials and offers recommendations for improving the delivery of program information to affected individuals and groups. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
