Major duties

Serves as a financial specialist to the CMO on issues such as budgeting techniques, use of financial management products, resources distribution, program priorities and development of financial plans. Administers the Defense Travel System (DTS) program and reconciles financial discrepancies. Participates in the preparation of the financial plan which allocates appropriate funds to activities based on an analysis of activity budget estimates, historical expenditures, projected workload, and approved funding. Provides financial services to include financial management, trend analysis, cost performance, budget guidance and advice to management. Provides management with financial information such as financial reports showing the status of receipts, obligations and expenditures of funds. Provides management with trend analyses of rates of expenditures, comparisons of actual performance to the financial plan and identification of variances.

What you need to qualify

To qualify for a Financial Specialist, your resume and supporting documentation must support: A. General Experience: Three years of progressively responsible general experience, one year of which was equivalent to at least the NH-01 or GS-04 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.Creditable specialized experience includes: Analyzing, interpreting, and applying complex legislative policy and regulatory decisions to develop and execute financial and budgetary plans. Performing budget formulation work involving preparation of detailed analyses of annual and or multiyear budget estimates for assigned organization. Identifying, analyzing, and resolving a wide-range of financial and budgetary problems. Performing various financial management functions involving the formulation, justification, and/or execution of budgets, cost estimates and cost analyses for organizations, programs or projects. Managing an organization's centralized purchase card. B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of experience, you must possess a 4-year course of study leading to a bachelor's degree related to a Financial Specialist. C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualifications and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
