Major duties
The Associate Chief Counsel (Finance & Management) supports the administrative, financial, and managerial programs of the Office of Chief Counsel and provides advice to the Chief Counsel and Deputy Chief Counsel on all management matters for the organization nationwide. As the Systems Coordination Branch Chief in the Planning & Finance Division, this position is the national CASE coordination manager who performs a variety of supervisory, administrative, and technical duties including managing a dispersed staff to effectively develop, test, train, maintain, monitor, evaluate and analyze the processes, users, data, and reports associated with Counsel's Automated System Environment (CASE). The incumbent will also ensure support of and provide CASE-related expertise on any potential modernization efforts.As a Supervisory Management Analyst, you will: Serve as the technical expert and official liaison between Counsel's Business Units, BSP and IRS IT to resolve challenging business unit-specific and nationwide CASE-MIS problems. Plan, schedule and conduct evaluations of and provides assistance to Counsel offices nationwide to coordinate CASE programs, provide technical direction, and resolve complex administrative issues. Serve as subject-matter expert for BSP in ensuring that CASE-MIS passes all mandatory security testing and requirements. Plan, coordinate, and establishe operating methods and procedures for CASE and directs the development and accomplishment of employee training relative to CASE operations. Establishe performance standards and prepares formal written evaluations of subordinates' job performance annually. This is not an all-inclusive list.

To qualify for this position of Supervisory Management Analyst you must meet the qualification requirements listed below by the closing of this announcement: For GS-14:Specialized Experience: Your resume must detail at least one year of specialized experience which includes: Significant experience establishing, implementing and maintaining control systems for program operations or administration of an automated case management system; Significant experience reviewing office policies, processes, operations and making recommendation for improvement; Experience designing and delivering related training; Significant experience implementing change as it relates to Counsel's case management systems; and Experience serving as a liaison among multiple stakeholders in the systems, planning, and IT environment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. Time in Grade Requirement for GS-14: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
