What you'd do

You will serve as a REGIONAL SPECIFICATION WRITER in the PUBLIC WORKS DEPARTMENT of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Major duties

You will prepare technical specifications for Facility Support Contracts (FSC). You will analyze data to develop basic Independent Government Cost Estimates (IGCE) of projects. You will provide basic guidance and information to management and customers who prepare various specification documents You will prepare capability evaluation statements for sources sought. You will participate as a board member for Source Selection Evaluation Boards (SSEB) and assist in the preparation of the SSEB report for Facility Support Contracts (FSC).

What you need to qualify

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting with preparation of service contract cost estimates for facility projects; 2) Applying financial portion of Facility Support Contract (FSC) technical services for specification writing; 3) Providing assistance on a wide range of specifications for facility services; 4) Applying knowledge to the development of drafting specifications for facility services contracts; 5) Utilizing knowledge of mechanical or electrical equipment to accomplish Facility Maintenance Projects. GS-11 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Participating in acquisition planning conferences on complex jobs to advise customers as to scope of work and work conditions; 2) Providing guidance and assisting with preparation of comprehensive service contract cost estimates for complex facility projects; 3) Performing specification writing tasks to include contract estimates, drawings, and specifications for the maintenance, repair, and rehabilitation of real property and equipment; 4) Managing financial portion of Facility Support Contract (FSC) technical services commodity for specification writing; 5) Providing guidance, advisory support and assistance on a wide range of management issues; 6) Managing Facility Support Contract (FSC) projects progress to ensure adherence to milestones are met.
