Major duties
HUD's Mission The mission of the U.S. Department of Housing and Urban Development is to foster strong communities by supporting access to quality, affordable housing, expanding the housing supply, and unlocking homeownership opportunities for the American people. The Department is committed to furthering the promise of self-sufficiency in every American while promoting economic development to revitalize rural, tribal, and urban communities across the country. This position is located in the Office of Public and Indian Housing (PIH). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities. As an Special Assistant, you will: Present the views of the Assistant Secretary and General Deputy Assistant Secretary and/or Deputy Assistant Secretary in correspondence communication with HUD managers and program officials. Undertake fact-finding missions and develops procedural or substantive solutions and or remedial actions to resolve major policy or operational issues; and participates fully on behalf of the General Deputy Assistant Secretary or Deputy Assistant Secretary in such issues. Research and investigate new or improved management communication practices for application to management operations; analyzes management information requirements to develop administrative reporting systems including systems specifications, data gathering and analytical techniques. Plan and conduct studies of substantive organization structure, functions, practices, procedures, and a range of related organization activities and operations.
What you need to qualify
You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: -Providing policy and procedural recommendations concerning internal administrative operations, organizational and management initiatives related to program or Office-wide priorities, mission and vision; AND -Providing advice and direction to senior managers on a variety of programmatic or operational activities across an organization or program; AND -Performing a wide variety of projects to meet an organizational or programmatic goal. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
