Supervisory Program Analyst (Informatics)
What you'd do
This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), VA Medical Center (VAMC) in the Office of Health Informatics (OHI). The incumbent of this position reports to the Chief, Office of Health Informatics and independently carries out assigned duties.
Major duties
Duties include but are not limited to: Evaluates content quality, eliminating redundancy in duplicate data sources, and improving information interoperability across the organization. Conducts market research and evaluates candidate products. Adapts clinical software and emerging technologies to optimize the delivery of care through effective education and communication. Participates in actions to evaluate, test, and report on errors found when working with systems and applications. Performs observational studies and techniques to see how people interact with devices, products, and systems. Leads meaningful and coordinated use of subject matter experts (SME) to support decision making among informatics functions to optimize the healthcare system and the tools that support the business. Cultivates a healthy working relationship among multiple service lines, allowing for sustainment and optimization of health information technology (IT) solutions and workflows, for the benefit of all staff and patients. Applies statistical (quantitative information derived mathematically), machine learning (use of artificial intelligence to derive knowledge from data to predict outcomes), visualization (representation of data via a chart or other image), inferencing (a way to understand cause-and-effect relationships) and other techniques to enable decision support. Enables healthcare capabilities and the evolution of technology, to deliver quality care, by developing, implementing, and maintaining informatics tools and access to them. Enhances electronic health record (EHR) usability, interoperability, and ability to interface with other information-based systems. Ensures clinical and business systems operate in a way that improves patient care, ensures patient safety, and meets the needs of providers. Evaluates, documents, analyzes, and prioritizes requirements for the improvement of the electronic health record (EHR) and other systems in collaboration with the end-user. Helps to establish effective clinical and administrative systems by completing through testing. Provides training on clinical software programs and uses creative and well-developed interpersonal skills to achieve effective communication with the end users. Uses communication, education, and leadership to support comprehension of and adaptation to organizational updates. Performs activities that support the management and delivery of educational experiences using information solutions and technology in all areas of healthcare. Integrates standardized workflow processes through education and training of staff. Develops educational handouts, administers computer-based learning modules, and other training vehicles. Provides formal and informal in-services to facility staff on the various software packages utilized at their facility. Applies a business process that coordinates the behavior of people, systems, information, and tools to produce business outcomes in support of a business strategy. Plans and provides for both long-range and short-term training and assist employees in career development. Practices a management model that enables governance of a business' process environment with the goal of improving operational performance. Uses various methods to identify, analyze, improve, optimize, and potentially automate business processes Work Schedule: Monday-Friday 7:30am-4:00pm OR 8:00am-4:30pm Telework: This position may be authorized for telework AD-HOC only. What you need to qualify
To qualify for this position, applicants must meet all requirements by 30 days of the closing date of this announcement, 07/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: determining organizational unit goals and objectives in a constantly changing and developing health care field; independently performing a full range of data analysis, to include collecting, evaluating, and synthesizing of data; preparing briefing documents and making presentations to senior managers; assists with estimating program budgets, reviewing contractor and health informatics work plans, and progress report development; and experienced knowledge and use of national database architecture and file structure, analytical techniques, and clinical applications development techniques. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
