What you'd do

This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Program Integrity, Data Analytics and Systems Group (DASG). As a IT Specialist, GS-2210-15, you will serve as a senior technical authority and program expert for data analytics, investigative systems, and program integrity (PI) operations within DASG.

Major duties

Advises senior CMS, HHS, and Congressional stakeholders on complex IT investment decisions; including budget formulations and legislative proposals. Preparing Congressional testimony support materials, legislative analyses, and executive briefings for HHS Departmental officials and oversight bodies. Developing project management plans, overseeing contractor teams, managing competing deadlines, and negotiating cost, schedule, and deliverables with diverse stakeholders. Collaborates with Information Systems Security Officers (ISSOs) to ensure all DASG systems maintain Authority to Operate (ATO) and comply with FISMA, NIST cybersecurity frameworks, and CMS Acceptable Risk Safeguards (ARS).

In order to qualify for the GS-15, you must meet the following: You must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Leading the strategic development, implementation, or management of enterprise-wide applications using Business Intelligence software; AND 2. Providing technical leadership, guidance, or best practices to cross-functional teams involved in the development of Business Intelligence applications; AND 3. Managing or overseeing IT systems development or modernization projects, to include, defining requirements, monitoring progress, and ensuring delivery is within scope, schedule, and budget constraints; AND 4. Developing written products, such as, briefing documents, executive correspondence, reports, issue papers, or Congressional responses that communicate organizational priorities, goals, objectives, plans, products, or services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
