What you'd do

This position is located in the Departmental Offices, Domestic Finance, Community Development Financial Institutions Fund. The incumbent serves in the New Markets Tax Credit Program Office (NMTC), supporting NMTC Program management and oversight. Responsibilities include program operations, application and award processes, compliance monitoring, policy implementation, data analysis, stakeholder engagement, and technical guidance on NMTC requirements, agreements, laws, and regulations.

Major duties

As a Associate Program Manager, you will: Manage the application, award and compliance review process for assigned area of program responsibility. Establish, promulgate or evaluate policies, guidelines, procedures and methodologies that guide the operations, implementation and management of assigned area of program responsibility. Provide information, guidance and direction to program staff.

What you need to qualify

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience for the GS-14 is defined as one year of experience at the GS-13 level, or equivalent, that is directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes the following: - Experience evaluating of Community Development Entities (CDEs) and/or Community Development Financial institutions (CDFIs) based on analysis of financial statements and other documentation; AND - Experience evaluating funding applications related to economic development, CDEs and/or CDFIs; AND - Experience leading funding application review phases (e.g. eligibility, external review, internal review, award selection); AND - Experience leading teams in completing projects or tasks; AND - Experience identifying risks to program administration and proposing justifiable recommendations to senior leadership to mitigate identified risks; AND - Experience proposing and implementing organizational efficiencies (e.g. improvement(s) in operational processes, customer service experience, decision making protocols, and policy and procedures). The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resumé. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
