Major duties

Oversee the entire lifecycle of agency publications. Review drafts for procedural completeness and policy conformance, advise on necessary corrections, and manage the final approval and distribution process to ensure compliance. Function as the Agency Forms Management Officer. Review and approve all agency forms to ensure they meet administrative, privacy, and digital requirements, while maintaining a comprehensive inventory and historical record. Provide expert advisory services and training to agency stakeholders on the creation, revision, and management of publications and forms. Identify process issues and develop job aids and templates to improve quality and efficiency. Maintain and coordinate updates for division-owned publications to ensure they are current and aligned with departmental standards. Analyze changes in external guidance and recommend necessary actions to management. Coordinate with various offices to ensure the digital repositories for publications, forms, and templates are accurate and current. Perform quality control to confirm posted materials reflect their approved, authoritative status.

What you need to qualify

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Specialized Experience: You must have one year of specialized experience at the GS-11 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: administering or providing substantive support to an enterprise-level publications or forms management program; OR Applying analytical methods to review official issuances, forms, or related materials for procedural and regulatory compliance, and recommending corrective actions to ensure materials adhere to established standards; OR demonstrate the ability to interpret and apply a variety of administrative policies and procedures to manage and improve program operations across an organization; OR Coordinating with multiple stakeholders to manage the lifecycle of publications and forms, including development, review, and cancellation processes. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
