This vacancy is for a GS-2101-13, Marine Transportation Specialist located in the Department of Homeland Security, U.S. Coast Guard, Assistant Commandant for Prevention Policy, Commercial Regulations and Standards Directorate, Office of Merchant Mariner Credentialing, Maritime Personnel Qualifications Division in Washington, DC.

Major duties

You will serve as a Marine Transportation Specialist and be responsible for participating in the development, interpretation, and implementation of policies and regulations pertaining to the qualification, training, and credentialing of U.S. Merchant Mariners. Being a Coast Guard (CG) civilian makes you a valuable member of the CG team. Typical work assignments include: Providing support to evaluators, auditors, and the maritime industry on the development, interpretation, and enforcement of international treaties, laws, and regulations related to Mariner Credentialing and U.S. vessel manning. Developing agency-wide transportation policies and guidelines; preparing reports, correspondence, and regulatory interpretations; and responding to regulatory inquiries, including evaluating requests for exemptions or waivers. Assessing maritime issues using marine transportation and safety principles, and integrating input from diverse experts to produce coherent, practical standards and regulatory proposals. Providing technical guidance to Coast Guard field personnel and maritime industry representatives on the intent and application of Mariner Credentialing Program regulations and policies. Confers with labor and industry representatives to establish acceptable operating requirements, procedures, and personnel safety criteria. What you need to qualify

To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Conducting regulatory reviews, inspections, or regulatory requirements. Developing policies and standards related to maritime safety and security. Conducting or improving merchant mariner training, qualification, testing, vetting, auditing, or credentialing processes. Preparing a variety of correspondence, reports, or documents related to maritime regulations and proposals. AND Merchant Mariner Credential (MMC): Applicant must hold, or have held, a U.S. Merchant Mariner Credential with a national endorsement authorizing service as a deck or engineer officer on unlimited tonnage or unlimited horsepower commercial vessels in Oceans service, which includes International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978 as Amended (STCW) endorsements.
