This position is part of the Defense Human Resources Activity. The incumbent will serve as the Deputy Program Manager and is a key subject matter expert (SME), advisor, and leader in planning, organizing, and directing extensive research and study efforts for the DoW with responsibility for the execution of advertising, marketing, and communications programs.
Major duties
As a Supervisory Research Psychologist (Market Research) at the GS-0180-14 some of your typical work assignments may include: A significant purpose of this position is to supervise the JAMRS Market Research and Studies Branch in management, planning, designing, and guiding JAMRS research initiatives. Incumbent serves as an authority of market research projects and large-scale tracking studies on career decision-making among recruitable individuals and other populations of interest to military recruiting (e.g., parents and other influencers). Is an authority on psychological and career decision-making theory, experimental, quasi-experimental, qualitative, and complex sample survey design, weighting techniques, and advanced statistical techniques including structural equation modeling, logistic regression, multi-level modeling, and multi-group measurement equivalence. Supervises the formalization of study plans and hypothesis; carrying out the project plan; interpreting findings and assessing their organizational and professional applicability; and keeping the Director informed of general plans and progress; performs and/or oversees analysis of data which includes developing analysis criteria, determining the degree of statistical sophistication to be employed, and evaluating the quality of the data; writing reports and preparing briefings that describe the completed research for technical and nontechnical audiences; reviewing reports of other researchers and contracting personnel for quality, accuracy, professional standards, and compliance with regulations. Develops plans for accomplishment of functions assigned to the JAMRS Program. Sets priorities and prepares schedules for completion of work. Establishes or approves work standards for performance submitted by subordinate employees. Reassigns personnel and redistributes work to accommodate mission requirements. Assigns work to subordinates; provides instructions and explanations of tasks/projects; monitors progress or work; assesses adequacy of work output and services; corrects deficiencies as appropriate; and ensures ongoing and special projects are accomplished on a timely basis. Monitors policy, DoW Directive/Instruction, and regulation changes relevant to relevant programmatic areas. Makes budget and personnel recommendations to the JAMRS Director, DPAC and OSW sponsors. Plans, directs, and coordinates operations through employees. Develops performance standards and assures reasonable equity of performance standards and rating techniques developed by subordinate supervisors. Evaluates work performance of employees. Makes and/or approves selections for subordinate positions including Branch Chiefs. Determines whether contractor performed work meets standards of adequacy necessary for authorization of payment. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production, reduces costs, promote team building, or improve business practices. Provides expert guidance to the JAMRS Chief of Market Research and Program Director on strategic market research goals and objectives for the JAMRS Program.
What you need to qualify
You may qualify at the GS-14, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Expert knowledge and experience in writing specifications, documentation, technical reports, methodology reports, and research reports. to present both comprehensive reports and short summaries to scientific, management, or military audiences. Expert knowledge and experience (i.e. theories, methodologies, or advanced social science analytical techniques or statistics, or personnel psychology, or sociology, or specialized areas within the respective disciplines) to perform multiple projects measuring human characteristics. Expert knowledge of advanced social/statistical theories, principles, concepts, methods, techniques, and practices; and expert knowledge of analytic (descriptive, inferential, univariate, regression, and other multivariate) techniques commonly used in behavioral science research to analyze data from large-scale, probability-based sample surveys to determine attitudes and opinions. Expert knowledge of social science and statistical analysis methods and techniques in a highly technical environment to generate both very detailed technical products for policy and program analysts and scientifically-sound, high-level, summative advice for key decision- makers both DoD and government-wide. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0180 series.
