What you'd do
This position is located in the National Visa Center (NVC), Visa Services Office (VO), Bureau of Consular Affairs (CA), Domestic Operations (DO), U.S. Department of State, in Portsmouth NH. The National Visa Center stores and collects personally identifiable information of millions of U .S. and foreign citizens.
Major duties
Conducts assessments of planned and installed information systems to identify vulnerabilities, risks, and protection needs. Assesses breaches of security to determine their impact on system operations and the confidentiality, integrity, and reliability of the information stored and manipulated within the system. Develops, promotes and implements programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures. Assists the Departmental Office of Inspector General and law enforcement organizations of all jurisdictions by facilitating the gathering, analysis, and preservation of evidence used in the prosecution of computer crimes. Develops policies and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data.
What you need to qualify
Applicants must meet all the qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below: Attention to Detail - experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards. Customer Service - developing and maintaining relationships with customers, anticipating, and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs. Oral Communication - briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience. Problem Solving - identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions. AND Have at least 1 full year of specialized experience equivalent to the GS-12 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the Bureau/office on critical IT issues; and make decisions or recommendations that significantly influence Bureau IT policies or programs. Experience presenting and defending security requirements for supported systems and services; providing guidance on security policy and requirements; and performing analytical, planning, advisory, operational, and evaluation work. Experience applying total infrastructure protection environment; systems security certification and accreditation requirements and processes; and security protocols to integrate information systems security with other security disciplines. Experience applying information technology management principles and methods to provide advice and assistance to management in defining requirements, implementing new systems and applications, and in making optimal use of available IT systems and applications to carry out program responsibilities. Experience supporting stakeholder engagement by gathering and analyzing requirements, documenting findings, and ensuring alignment with stakeholder goals. NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-13 position.
