This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service. Major duties
Incumbent serves as the district subject matter expert on civil works structural analysis and design projects and the Hydraulic Steel Structures (HSS) program. Inspects and recommends repairs for Hydraulic Steel Structures. Serves as the appointed HSS Engineer for the Operations Phase. Develop technical design criteria and design procedures for highly specialized, complex, and state-of-the-art structural features. Study and analyze data acquired from site visits and makes written or oral reports of findings with recommendations where appropriate. Perform Quality Assurance (QA) reviews of design, plans, specifications and design analyses prepared by others for sufficiency, practicability and compliance with design requirements and established policies. Draft Design Memoranda or other reports covering structural design for civil works projects with full justification of all data compiled in connection with the reports. Participate in conferences with representatives of the Using Service and higher authority for the purpose of determining applicable design criteria for proposed construction and for review and evaluation of completed construction.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes at least 2 of the following: 1) Performing, reviewing, or approving structural engineering designs, plans, or specifications in compliance with design requirements or policies; OR 2) Providing structural engineering support during the construction or fabrication of hydraulic steel structures or other civil works projects; OR 3) Conducting structural inspections to identify deficiencies and recommending solutions based on field inspections and potential operational consequences; OR 4) Communicating with management, organizational personnel, customers, or contractors to successfully resolve complex issues related to structural engineering. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Note: Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
