This vacancy is for a GS-0850-7/9/11/12, Electrical Engineer located in the Department of Homeland Security, U.S. Coast Guard, SFLC Electrical Systems Branch, in Glen Burnie, MD.

Major duties

You will serve as an Electrical Engineer and be responsible for investigating, preparing and evaluating feasibility studies, design layouts, electrical specifications, time and cost estimates of electrical machinery and equipment installed or to be installed on Coast Guard Vessels. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Reviews plans, specifications, and cost estimates for technical adequacy for electrical equipment and systems. Participates in the development of requirements with customers, analyzes requirements and design criteria, develops cost estimates, assures validation of requirements, and evaluates schedules and feasibility of project accomplishment. Participates in designing, developing and defending requirements in Electrical Systems area. Consults with all levels of management, headquarters personnel, other federal agencies, and to commercial organizations in the design or construction of electrical systems or equipment. Assists with coordinating and integrating the planning, programming, development, oversight, scheduling and overall management of resources for assigned projects involving electrical equipment and systems.

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements: To qualify at the GS-12 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal or private sector. Specialized experience must include: 1) experience developing, analyzing and evaluating electrical systems for new construction, conversion, overhaul and/or repair; 2) experience developing written correspondence to convey technical issues and engineering principles and regulations; and 3) experience analyzing various electrical systems meeting US and international marine standards. NOTE: Education cannot be substituted for experience at the GS-12 grade level. To qualify at the GS-11 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal or private sector. Specialized experience must include: 1) experience developing detailed specifications to support maintenance and repair of electrical systems; 2) experience analyzing and evaluating detailed construction and installation plans; and 3) experience developing procurement documentation for various projects. OR Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to a Ph.D. degree; OR Combination of graduate level education and specialized experience that meets 100% of the qualification requirements for this position.NOTE: Education can be substituted for experience at the GS-11 grade level. To qualify at the GS-09 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal or private sector. Specialized experience may include: 1) experience evaluating electrical systems new construction, conversion, overhaul and/or repair; 2) experience drafting written correspondence to convey technical issues and engineering principles and regulations; and 3) experience analyzing various electrical systems meeting US and international marine standards. OR Completion of 1 full year of graduate level education, and a bachelor's degree with Superior Academic Achievement. OR Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: Education can be substituted for experience at the GS-09 grade level. To qualify at the GS-07 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-05 grade level in the federal or private sector. Specialized experience may include: 1) experience reviewing construction and installation plans; 2) experience developing procurement documentation for various projects; and 3) experience reviewing technical work such as maintenance requirements, specifications, designs, etc. OR 4-year bachelor's degree with Superior Academic Achievement. OR Combination of Experience and Education: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: Education can be substituted for experience at the GS-07 grade level.
