This position is location negotiable upon selection at a CEC duty location within one of the following states: Alaska Arizona California Colorado Nevada Utah Wyoming This position is located at Office of the Chief Information Officer Technical Support Division. This is not a remote position. You will be expected to report in person to your designated duty station office.

Major duties

As a Supervisory Information Technology Program Manager, you will: Serve as a Branch Chief for a major region or enterprise functional area that may include multiple states and groups, the Headquarters locations of Washington, DC., International service areas, multiple offices, or multiple enterprise technological or functional areas. Participate in organizational strategic planning; provide leadership and guidance for their assigned service areas ensuring cohesive enterprise service delivery; manage program areas; may also manage contracts delivering associated services; and serve as second line supervisors who direct subordinate staff delivering services, support, technical solutions, and project deliverables supporting customers. Manage all activities required within the branch to ensure customers receive the information technology support outlined in the Service Level Agreements and aligned with enterprise best practices and standards. The incumbent serves a critical role in providing leadership, planning and supporting the organization's strategic goals, and operationalizing activities to deliver standardized services..

Specialized Experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience gained in a senior leadership position responsible for overseeing the work of a subordinate staff of employees engaged in the execution of IT related activities and/or projects for an IT organization. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the nine competencies listed below. Information Management - Identifies a need for and knows where or how to gather information; organizes and maintains information or information management systems. Interpersonal Skills - Shows understanding, friendliness, courtesy, tact, empathy, concern, and politeness to others; develops and maintains effective relationships with others; may include effectively dealing with individuals who are difficult, hostile, or distressed; relates well to people from varied backgrounds and different situations. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Teamwork - Encourages and facilitates cooperation, pride, trust, and group identity; fosters commitment and team spirit; works with others to achieve goals. Technical Competence - Uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
