Major duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. The incumbent serves as an expert analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions. The employee plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams. Independently studies problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate analytical, technical, and process analysis skills. Analyzes assigned program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives. Provides technical advice and staff assistance to executives, field managers, and employees in the assigned program area. Develops and prepares operating guidelines, instructions, and other material pertaining to assigned program areas. What you need to qualify

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. QUALIFICATION REQUIRMENTS: SPECIALIZED EXPERIENCE FOR GS-12: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position MUST include: Evaluating the effectiveness of program operations, identifying problems/issues, consolidating findings and recommending alternatives for implementation. Experience withs cross-functional programs and their interrelationship with assigned programs to conduct studies/projects. Analyzing significant tax issues and enforcement changes that impact assigned programs to revise procedures or recommend changes in basic implementing regulations. Providing statistical data, comprehensive written reports, briefings, disseminate procedural and regulatory information to improve assigned program areas. Analyzing tax returns and providing guidance/recommendations for procedural changes to ensure income is reported accurately and the proper amount of taxes paid. Determining underreported income and applicable taxes and penalties, imminent statutes identification Analyzing document-matching data manually using programs like, Integrated Data Retrieval System (IDRS) to identify discrepancies and anomalies using one or more Campus Examination software/applications, such as RGS (Report Generation Software), UCP (Unattended Case Processing), ACE (Automated Correspondence Examination), and CEAS (Correspondence Examination Automation Support), AIMS (Audit Information Management System) to propose recommended solutions. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
