IT Specialist positions located in DOL, Bureau of Labor Statistics (BLS), Office of Technology and Survey Processing (OTSP) provide IT support to all aspects of BLS data development initiatives. BLS measures labor market activity, working conditions, price changes, and productivity in the U.S. economy to support public and private decision making.

Major duties

Sr. Oracle Database Engineers specialize in data modeling, SQL development, and performance tuning systems with large volumes of data. They advance OTSP initiates by architecting scalable schemas and optimizing database systems. This role bridges application development and database engineering, ensuring high-throughput Oracle environments operate with maximum speed, minimal latency, and optimal resource utilization. Responsibilities include but are not limited to the following: Database Design & Architecture Logical Modeling: Translating complex business workflows into clean Entity-Relationship Diagrams. Physical Modeling: Implementing physical Oracle schemas balancing strict normalization with strategic denormalization. Implementing physical model using Oracle Database. Working with Partitioning Strategies and Data Lifecycle. Database Development Advanced PL/SQL: Writing optimized, secure packages, stored procedures, functions, and database triggers. Code Collaboration: Partnering with software teams to review, refactor, and integrate database logic. Performance Tuning & Optimization Bottleneck Diagnosis: Analyzing Executions Plans. Analyzing system performance utilizing Oracle AWR, ASH, and ADDM reports. Analyzing Executions Plans. Code Refactoring: Rewriting inefficient SQL and PL/SQL code to maximize Oracle Optimizer efficiency.

What you need to qualify

Qualification requirements include meeting minimum proficiency levels for required competencies and demonstrating one year of specialized experience equivalent to at least the next lower grade level, i.e. GS-12, in the Federal Service. (Advanced-level proficiency or higher). Technical Competence - uses knowledge that is acquired through formal training or on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. (Advanced-level proficiency or higher). Specialized Experience Specialized experience serves as evidence that an applicant possesses the knowledge, skills, and abilities/competencies required for successful performance in the position. For this position, specialized experience is defined as one year of experience performing all of the following activities: 1. Demonstrated experience supporting Oracle Database architecture activities. Examples of experience indicators at this level may include the following: Supporting the setup and configuration of Oracle environments across development, test, and production systems; Supporting updates to database schemas by applying structural changes to tables, indexes, and constraints. 2. Demonstrated experience supporting SQL and PL/SQL development activities. Examples of experience indicators at this level may include the following: Developing PL/SQL procedures, functions, packages, and triggers; Writing and executing SQL statements and scripts; Debugging PL/SQL components; Participating in testing and validation of PL/SQL. 3. Demonstrated experience supporting Oracle performance diagnostics and analysis activities. Examples of experience indicators at this level may include the following: Reviewing SQL execution behavior and documenting findings; Reviewing recurring performance indicators and identifying trends/irregularities.
