Program Specialist
What you'd do
This position is part of the Defense Nuclear Facilities Safety Board. The incumbent will be responsible for providing programmatic support for procurements, timekeeping, fringe benefits, fleet management, and administrative functions.
Major duties
Manages the Defense Nuclear Facilities Safety Board (DNFSB) Time and Attendance, Government Purchase Card (GPC), Travel, Transit Benefits, and Motorpool programs to support the mission accomplishment of the agency. Serves as the DNFSB Purchase Card Program Coordinator (APC) managing the purchase of supplies and/or service, ensuring timely reconciliation and that all DNFSB purchase card holders complete required training. Assists the Division of Accounting and Financial Reporting with administrative functions such as close-outs, preparation of no cost modifications, and arranging preproposal and post award conferences for those cases where DARF needs to de-obligate funds for the Division. Serves as the DNFSB Master Timekeeper and backup liaison to the personnel processing service provider. Coordinates the time and attendance audit process and procedures for the DNFSB by ensuring that all timecards have been certified by the payroll provider's set deadline bi-weekly. Trains employees, generates reports and troubleshoots issues. Serves as the DNFSB Point of Contact with GSA to manage the vehicle fleet that consists of approximately 10 vehicles utilized by Resident Inspectors located throughout the United States. Responsible for vehicle maintenance, recording maintenance records, and accident reporting.

At the GS-12 level, you must meet the following qualification: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position. Specialized experience for this position defined as: Applied knowledge of government administrative policy and procedures for support functions, (i.e., travel, timekeeping, fringe benefits for transit benefits, procurement and the GSA motor pool program); developed and modified work methods, processes, and procedures to ensure the accuracy, reliability, effectiveness, and efficiency of agency operations and work products and services; demonstrated proficiency with grammar, punctuation, word usage, writing, and editing in order to prepare responses to a variety of complex, controversial, and/or sensitive issues, ensuring content, accuracy, proper tone and format, and technical terminology appropriate for the intended audience up to the congressional level; and managed travel, timekeeping, fringe benefits for transit benefits, procurement and the GSA motor pool programs to include non-traditional situations and needs. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
