The primary purpose of this position is to provide planning, directing, organizing, and exercising control over administrative positions in the Mental Health Division Manager's office at the Clement J. Zablocki VAMC in Milwaukee, WI.

Major duties

Duties of the GS 11 Supervisory Program Analyst in the Mental Health Division include: Performs and monitors established administrative management requirements for the Mental Health Division. Applies administrative policies, drafts correspondence, recommendations, reports, and memoranda related to management and administrative programs and issues. Provides advice and guidance to the Mental Health Division management team and Mental Health Division employees on questions and situations related to the administrative services provided. Reviews information and applies standard analytical techniques. Oversees personnel actions across the entire Division ensuring that personnel-related records are maintained in accordance with regulations. Ensures the accurate accounting of Division FTEE and works collaboratively with Human Resources in maintaining and accurately reflecting FTEE on the Mental Health Division organizational chart. Routinely conducts audits of processes and reporting throughout the Mental Health Division Implements administrative policies and procedures for Division-wide areas of responsibility. Provides advice and guidance on the interpretation and application of administrative directives and instructions. Analyzes management plans to determine the impact on administrative processes. Serves as the Time & Leave Approver, for the Mental Health Division Tracks and approves all Division level travel, key, equipment, Position Management, general broadcasts, and more. Works closely with fiscal services to track various budget items and special purpose funds. Reviews budget requests with Mental Health Division Managers and actively participates in the annual budget hearing to Top Management. Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures including staffing, classification, employee relations, benefits, time and attendance and related areas. Ensures that performance ratings are submitted in a timely manner and in accordance with Analyzes and reviews documentation and performs analysis of workloads, issue briefs and action items Reviews work methods and standard operating procedures on a continuous basis for compliance Provides technical and administrative supervision of a small subordinate staff Identifies and performs routine liaison tasks to support the organizational planning process. Assists in the coordination and development of the Annual Business Plan, Assists in providing guidance on routine aspects of tasks to support the administration of established quality and productivity programs for the organization. Performs other various related duties as directed. Work Schedule: Monday - Friday 8:00 am - 4:30 pm Telework: This position may be authorized for telework on an ADHOC Basis. What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9 Level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 9 in the normal line of progression for the occupation in the organization.
