Major duties

HUD's Mission The mission of the U.S. Department of Housing and Urban Development is to foster strong communities by supporting access to quality, affordable housing, expanding the housing supply, and unlocking homeownership opportunities for the American people. The Department is committed to furthering the promise of self-sufficiency in every American while promoting economic development to revitalize rural, tribal, and urban communities across the country. This position is in the Office of Small and Disadvantaged Business Utilization (OSDBU), Office of the Secretary. OSDBU was established by Public Law 95-507 in 1979 and serves as the advocate for small business concerns within HUD. OSDBU's core mission is to ensure that small businesses are treated fairly and given the opportunity to compete for prime and subcontracting opportunities that contribute to the success of HUD's critical mission. Through advocacy, outreach, and compliance initiatives, OSDBU helps small businesses navigate HUD's contracting processes and contributes to the economic strength of the country by supporting businesses that are critical to job creation and community development. As a Senior Small Business Utilization Specialist, you will: Develop and implement agency policies and procedures on matters relating to small, small disadvantaged, 8(a), women-owned, and Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), as well as Historically Underutilized Business Zones (HUBZone). Serve as HUD's technical authority in the analysis and evaluation of small business programs and issues. Plan and manage programs addressing the small business community. Propose specific methods and approach for program accomplishment. Adjust schedules and milestones as necessary in order to accommodate changes in Departmental priorities, objectives and policy. Review contracting documents that are submitted by HUD's numerous program offices and Office of the Chief Procurement Officer (OCPO).

What you need to qualify

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Advising on issues related to acquisition and small business-related programs; AND Communicating orally and in writing with a wide variety of audiences; AND Working with program offices and acquisition staff on small business-related matters. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
