Major duties
As a senior analyst, develops, implements, and monitors programs to analyze and evaluate the performance of military payroll systems and the military payroll offices. Develops criteria for feedback to managers and customers at all levels on proposed management reports such as the monthly balanced scorecard metrics, productivity reports, and the annual customer surveys. Provides oversight, guidance and customer support to the Army, Navy and Air Force Finance Community. Assists with resolving complex issues in military pay with the goal of improving delivery of services to customers by identifying and improving gaps in performance documented in benchmarking studies, and identifying and recommending best practices. Represents the Director on committees, panels, and at conferences and meetings.
What you need to qualify
For GS-13: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience at the GS-12 level is defined as: Demonstrate mastery of the concepts and practices of Military pay operations to resolve broad and difficult technical and policy problems with DoD-wide impact. Understanding of the overall DFAS mission, its relationship with other government agencies, and the ability to standardize customer service policies across all payroll sites. Expertise in interpreting complex policies and provide authoritative functional recommendations. You may qualify for consideration if meeting specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. This position requires you to obtain and maintain a Level 2 Certification under the DoD Financial Management (FM) Certification Program as a condition of employment. If you are selected, you will have to obtain this certification within two (2) years of your entry on duty in the position unless you are already in a position that requires a Level 2 Certification in which case you must complete the certification within the original 2-year period. Failure to become certified within the required time-frame may be grounds for removal from the position and/or from Federal service.
