This position serves as a Management and Program Analyst (MPA) who will report directly to the Western Service Area Technical Operations Director. The incumbent will provide national program advice and guidance to management officials and professionals engaged in program activities and will evaluate program effectiveness and compliance in support of the Air Traffic Organization (ATO).

Major duties

H-Band Duties: Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. May acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities. Compiles data, analyzes, tracks, monitors, and reports on programmatic issues in support of the organization's mission. May recommend changes and/or solutions to routine procedural processes. Supports Technical Operations Districts and Executive Staff in conducting required interviews, analyzes documents, and draws connections so that Service Unit (SU) organizations are able to develop clear business decisions and formulate processes using task and work flow analysis. Applies experience and advanced knowledge of analytical methods and techniques to support analytic needs. Assignments may include: collecting and recording data/information; evaluating data; conducting research; identifying problems; and assisting the manager, team lead and other senior staff in day-to-day operations. Plans, schedules, and conducts analysis. Develops recommendations based on analysis, with analytical support for assignments, or ongoing projects, assists senior staff in consolidating data to prepare reports, and reviews and analyzes dashboard/program activities. Supports Headquarters Financial Tool, NEXUS and works with contract staff to address issues and/or concerns, will followup to ensure needs are met. Provides help desk support resolving issues/problems for the Nexus application including general maintenance tasks. I-Band Duties: In addition to the H-Band duties: Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. May act as a contributing specialist on large work activities or as a project manager or team leader for large projects/programs/activities. Analyzes program activities to ensure compliance with agency guidelines and organizational priorities and initiatives. Evaluates effectiveness of program and processes to recommend and/or implement enhancements. Gathers, compiles, and analyzes data to determine if management recommendations and decisions align with supporting data and to prepare summarized narratives or briefings for targeted audiences. Conducts studies and provide management officials with data-driven information for making decisions. Applies experience and comprehensive knowledge of analytical methods and techniques to support analytic needs. Assignments may include: collecting and recording data/information; evaluating data; conducting research; identifying problems; and assisting the manager, and/or other senior staff in day-to-day operations. Identifies and utilizes appropriate resources to coordinate the accomplishment of key program activities. Reviews program activities to independently determine, plan and accomplish next steps. Develops and manages time line of program activities to ensure established deadlines are met. Serves as the national subject matter expert (SME) in the Headquarters Financial Tool, NEXUS. In coordination and collaboration with contract staff, provides advice and guidance to management officials and other professionals on software corrections, security reviews and system compliance and other program specialized polices for the NEXUS application. Provides nationwide help desk support for Nexus to include user management and access requirements. What you need to qualify

To qualify for the H Band position, applicants must have at least 52 weeks of specialized experience at the next lower level of FV-G/FG-GS-11 that equipped the applicant with the necessary knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for the H Band position includes: Experience analyzing data and trends, identifying policy considerations and solutions, project management skills, coordinating or managing projects, teams and meetings. Experience using a variety of office automation software/technology to gather and compile program inputs from ATO Service Units used in developing and importing reports. To qualify for the I Band position, applicants must have at least 52 weeks of specialized experience at the next lower grade level of FV-H/FG/GS-12 that equipped the applicant with the necessary knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for the I band position includes: Experience developing and maintaining requirements based spend plans using the FAA/ATO/Technical Operation's financial tool, NEXUS; experience may include maintenance and upkeep of the NEXUS tool to include identifying and resolving operational issues.
