Major duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Completes contacts, i.e., conducts personal or telephone interviews with a wide range of individuals who have varying degrees of understanding, or with third party representatives, e.g., CPAs, practitioners, attorneys, who possess a professional understanding. Provides full explanations to specific inquiries initiated by the individual, generated by notices, or internally generated assignments. Determines the taxpayer's ability to pay delinquent account and takes the actions required to close the account. These actions may include initiating levies, filing Notices of Federal Tax Lien, convincing the taxpayer to convert assets into cash, requesting adjustments, and initiating installment agreements, transferring accounts to field revenue officers or placement in currently not collectible status, demanding immediate full payment of delinquent returns and to encourage voluntary compliance with tax laws. Receives incoming and makes outgoing contacts with taxpayers and/or their representatives responding to IRS contacts regarding delinquent situations. Analyzes all available information and takes corrective actions, such as, requests credit transfers, recomputes tax, penalty and interest (including restricted interest). Explains actions taken, and when a balance due remains, determines taxpayer's ability to pay delinquent accounts by analyzing collection information statements. Elicits sensitive, personal and financial information from individuals who may attempt to withhold additional sources of income, overpayments, to ensure compliance with reporting and disclosure requirements. Makes determinations and uses sound judgment concerning taxpayers' data and responds appropriately to degree to which the individual understood their responsibilities and whether errors in their records reflected honest mistakes or fraudulent intent. What you need to qualify

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE GS-8 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position must include: Reviewing tax records, reports, documents or similar records for discrepancies and making necessary changes/corrections. Researching and adjusting customer accounts. Collecting taxpayer debt. Providing explanations in response to specific inquiries. Reviewing particular circumstances of individuals and applying regulatory requirements that will best meet their needs. Interpreting complex laws, regulations and written guidelines. Communicating orally with people from different social backgrounds in order to resolve problems and provide advice/guidance. Writing correspondence in response to inquiries for technical information and performing administrative and clerical processes using a computer. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions.
