Major duties
HUD's Mission The mission of the U.S. Department of Housing and Urban Development is to foster strong communities by supporting access to quality, affordable housing, expanding the housing supply, and unlocking homeownership opportunities for the American people. The Department is committed to furthering the promise of self-sufficiency in every American while promoting economic development to revitalize rural, tribal, and urban communities across the country. This position is located in the Office of the Chief Procurement Officer (OCPO). The OCPO is responsible for awarding and administering contracts and purchase orders for HUD's program offices in order to achieve HUD's mission, goals and objectives. OCPO is primarily staffed with Contract Specialists and Contracting Officers, with support by other staff (e.g., procurement and management analysts, and procurement technicians). OCPO provides vital procurement and logistic services to HUD's program and support offices, and leadership in applying fundamentally sound business practices to the Department's acquisition of goods and services. As an Acquisition Project Manager, you will: Independently develop and execute multi-year acquisition strategies, aligning them with organizational priorities and strategic objectives. Manage large, agency-wide or high-visibility acquisition initiatives, including cross-functional coordination with program offices, legal, budget, and contracting. Oversees and coordinate the planning and integration of acquisition project portfolios, providing strategic guidance and oversight of procurement lead times, funding strategies, cost estimates, and schedule baselines in collaboration with OCPO program officials and external stakeholders. Perform work that requires proficiency in Microsoft applications including PowerPoint, Excel. Create presentations and present to various stakeholders.
What you need to qualify
You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Leading senior-level procurement projects and facilitating strategic communication with high-ranking stakeholders across diverse organizational backgrounds; AND Analyzing data to set rules and make financial choices that benefit the entire organization; AND Leading multiple project teams division-wide and ensure the execution of high-risk, mission-critical, and enterprise-wide acquisitions. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
