Major duties

HUD's Mission The mission of the U.S. Department of Housing and Urban Development is to foster strong communities by supporting access to quality, affordable housing, expanding the housing supply, and unlocking homeownership opportunities for the American people. The Department is committed to furthering the promise of self-sufficiency in every American while promoting economic development to revitalize rural, tribal, and urban communities across the country. This position is located in the Office of Public and Indian Housing (PIH). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities. The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Financial Program Analyst, you will: Lead the direction of the design and conduct of research related to the operation and performance of the Capital Programs. Manage research contracts as Government Technical Monitor and manage independent research activities, including designing research instruments, developing, and analyzing automated data files, and writing reports. Maintain complex operating financial systems, which includes developing systems improvements, providing solutions to program management problems. Provide advice to financial and program managers and other accountants on unusual and difficult financial systems and/or operations problems.

What you need to qualify

You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: - Evaluating and providing recommendations to financial policies for federal initiatives or programs; AND - Managing audits and ensuring risk management programs fulfill legislative mandates and requirements; AND - Using automated financial resources management systems, databases and Microsoft Excel for performing risk evaluation, data analysis, tests control activity, and financial reporting; AND - Preparing written products such as reports, briefings, or statements. For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Evaluating financial policies for federal initiatives or programs; AND - Assisting with managing audits and ensuring risk management programs fulfill legislative mandates and requirements; AND - Using automated financial resources management systems, databases and Microsoft Excel for performing risk evaluation, data analysis, tests control activity, and financial reporting; AND - Reviewing written products such as reports, briefings, or statements. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
