The Department of Veterans Affairs (VA) Research Program strives to promote Veteran-centered care to improve patient experience and outcomes across VA healthcare and community settings. This position is vital within the Office of Research and Development (ORD) and the facilities where research programs are conducted.

Major duties

This is a bargaining unit position. Areas of Consideration for all Other Positions: 1st - Facility-wide (including satellites) 2nd - Administration or Staff office posting the vacancy. 3rd - All other Status eligibles. VA offers a comprehensive total rewards package: VA Total Rewards Work Schedule: Monday - Friday, 8:00am - 4:30pm Compressed/Flexible Schedule: Not Available Telework: Available Duty Location Status: Will work from a VA owned or leased space Position Description Title/PD#: Budget Technician/ PD44460A Relocation/Recruitment Incentives: Not Authorize Permanent Change of Station (PCS): Not Authorize Financial Disclosure Report: Not Require Major Duties: Conducts cost-benefit analysis and explores alternate sources of purchase. Tracks funds distribution, monitors costs and expenditures, reconciles commitments and obligations, and identifies excess funds. Works closely with funded investigators, university business managers and administrative staff offering guidance, answering questions, and resolving budget conflicts Assists in accounting, forecasting, and executing the Research budget. Reviews annual budget forecasts and spending plans; recommending adjustments based on historical spending plans and ensuring budgets are current and in compliance with existing regulatory guidance Performs a variety of budgetary, administrative, and statistical functions to determine funding program validity

What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred experience includes experience with: VA financial construct and systems used to ensure timely financial transactions and ensure the proper fiscal separation of duties, VA contracting, and Government Purchase card transactions You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience with federal procurement processes and VA purchasing policies and procedures.
