Major duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Receives telephone calls and visitors for the manager, determines which calls can be answered personally, and which can be directed elsewhere. Obtains needed background information before referring calls to the manager. Receives and reviews all incoming mail and correspondence for the manager, referring items of special importance to the manager. Routes correspondence to staff members and establishes controls for response to action items. Reviews incoming directives and issuances, bringing those of interest to the manager's attention. Drafts or prepares routine correspondence and other written materials in final form on own initiative. Maintains the manager's appointment schedule, making final commitments, and advises the manager of appointments and commitments that might affect future decisions. Arranges meetings and conferences for the manager, including space, time, and staff. Assembles background material for agenda items, summarizes material for the manager's use, and informs participants of topics to be discussed. Reviews correspondence and action documents prepared for the signature of the manager for grammar, format, clarity of information and conformance with the manager's viewpoint. On own initiative, returns to the originator for correction. Maintains manager's confidential files and establishes and maintains administrative files. Serves as liaison between the manager and key subordinate staff members and other key officials. Briefs staff on the manager's views on current issues, programs, and activities. Serves as liaison to Regional and National Office officials concerning matters relating to controversial inquiries and other sensitive issues. What you need to qualify

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE FOR GS-09: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-08 grade level in the Federal service. Specialized experience for this position must include: Obtaining the needed background information before referring calls and visitors and referring items of special importance; Arranging meetings and conferences and assembling material for agenda items; Reviewing action documents for grammar, format, clarity of information, and conformance with the manager's viewpoint; Serving as liaison by briefing on views on current issues, programs, and activities; Conducting periodic training sessions; Performing administrative support assignments such as collecting data for the annual budget estimates, setting up controls to monitor expenses and recommending adjustments, preparing reports and requests for procurement of supplies and equipment; and completing personnel action requests. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): Current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens". TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-5, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks. There is no TIG restriction for GS-02, 03, or 04 positions. TYPING AND OFFICE AUTOMATION (OA): Typing: This position requires a qualified typist with a minimum typing speed of 40 words per minute (based on a 5-minute sample with three or fewer errors). Office Automation (OA): This position requires experience using office automation systems, software practices and procedures.
