This vacancy is for a Deputy Director of External Affairs and Communications in the Economic Development Administration within the Department of Commerce.

Major duties

As a Deputy Director of External Affairs and Communications, this position serves as the alter ego (Deputy) to the OEAC Director and exercises broad delegated authority over the staff in the Public Affairs and the Legislative and Intergovernmental Affairs Divisions to ensure coordinated external affairs and communications, correspondence, legislative affairs, and division operations. The incumbent independently directs major activities, represents leadership in high-level matters, and serves as the acting official in the Director's absence and ensures continuity of leadership. The position involves substantive managerial authority and organizational responsibility. Uses seasoned judgment in advising senior EDA leadership on these portfolio areas to achieve agency mission priorities and objectives, including the method of messaging. In addition to providing continuity across both teams, the incumbent serves as an advisor to EDA senior staff on these matters. This Job Opportunity Announcement may be used to fill other Deputy Director of External Affairs and Communications GS-0301-15, positions within the Department of Commerce in the same geographical location or local commuting area with the same qualifications and specialized experience. What you need to qualify

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This handbook is available on the Office of Personnel Management's website located at: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=Occupational-Series Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-15 level: SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as experience: Experience developing strategic communications strategies to advance organizational priorities and guide engagement with key stakeholders; AND Coordinating legislative affairs AND/OR external affairs to provide consistent messaging and engagement and communications responsibilities across headquarters and regional offices; AND Providing advice and assistance to agency senior leadership on matters of immediate interest and concern to agency programs; AND Serving as a liaison with other agency offices and leadership on legislative affairs AND/OR external affairs and communications matters; AND Providing direct supervision, oversight, and direction of employees.
