What you'd do

This position is located in the Chief Information Officer Organization (CIOO), Division of Information Technology (DIT), Application Platforms and Delivery Branch of the Federal Deposit Insurance Corporation. Salary reflects a pay cap for this position of $315,000.

Major duties

The incumbent serves as principal advisor to the Chief Information Officer (CIO), Chief Privacy Officer and Director of the Division of Information Technology (DIT), and other senior-level FDIC officials for directing end-to-end system or application delivery, including leading and managing a team of six Corporate Managers, their staff and associated contractors. Responsible for all aspects of design, development, deployment, and supports the operations and maintenance of applications, platforms, and other associated systems as needed. The incumbent ensures an enterprise approach is taken to define application strategies and activities in collaboration and coordination with other functional leaders, stakeholders and end-users. Provides vision and direction for the design, deployment, and sustainment of highly secure and scalable enterprise-wide business applications while ensuring that future-forward technological choices are made to minimize technological debt; and, serves as a driving force in leading change for the Chief Information Officer Organization (CIOO) to become more agile, innovative, and responsive to business needs. Leads the modernization of applications, systems or platforms including human-centered design, development, testing, release management, configuration management, facilitates user training, and ensures the proper day-to-day functioning of business applications in partnership with other CIOO organizations and the business. Leverages methodologies and practices for systems development lifecycle (SDLC), application development lifecycles, Agile, DevSecOps, Product mode, or IT change processes as appropriate; provides input and support on the development of guidance, policies, and documentation related to the SDLC to reflect both waterfall and agile methods. Formulates new policies, guidance, procedures, or other documentation required for the development or deployment of new or existing software services, development, or maintenance. Interprets existing policies, defines objectives, and makes authoritative decisions which establish precedents and/or resolve technical or procedural problems. Initiates agency-wide programs and projects to improve business processes and the technical environment, promote innovative approaches in systems solutions, provide business process improvements and recommend development strategies that support organizational goals. Works collaboratively with the Office of the Chief Information Security Officer (OCISO) to ensure compliance with information security and privacy mandates, and risks are managed to the defined risk appetite and tolerances. Implements secure software development practices. Exercises supervisory personnel management authority directly or indirectly through subordinate senior managers to include: planning, assigning, and reviewing work products of subordinates; and establishing guidelines and performance expectations. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc. Ensures that programs are administered effectively and in accordance with broadly stated objectives and priorities of the CIOO and the FDIC.

To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through progressively responsible management or executive-level assignments. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. MINIMUM QUALIFICATIONS: All applicants must submit a resume that addresses each minimum qualification experience. Examples should be clear, concise, and emphasize your level of responsibilities; the scope and complexity of the programs, activities, or services you managed; program accomplishments; policy initiatives undertook; level of contacts; the sensitivity and criticality of the issues you addressed; and the results of your actions. You should use action-oriented leadership words to describe your experience and accomplishments and quantify your experience wherever possible to demonstrate your accomplishments (e.g., number of employees supervised). Leadership experiences identified must have been performed in an official supervisory role. Leadership Experience 1: Experience in overseeing and coordinating the work of organizational units, including assigning work; directing changes to programs and priorities; and evaluating performance against goals; AND Leadership Experience 2: Experience in managing employee performance and growth, including evaluating employee readiness for successive roles; recognizing accomplishments, providing feedback and development opportunities, and addressing performance/conduct issues; AND Leadership Experience 3: Experience in overseeing the implementation of and improvements to recruiting, hiring, training, utilization, and succession readiness of staff; AND Technical Experience 1: Experience prioritizing and justifying the budget for the development and operations and maintenance of business applications and associated systems; providing responsible oversight and management the day-to-day execution of that budget; working with official acquisitions partners to develop requirements, competitively solicit and select vendor solutions (both products and professional services) and manage the implementation of those solutions, including oversight of contractor staff; AND Technical Experience 2: Experience defining an IT culture of excellence and implementing solutions in partnership with business organizations and providing enterprise-wide strategic leadership, oversight, and management direction/guidance for modernizing applications using Agile, DevSecOps, and product management; secures the support of key stakeholders for the vision and implementation strategy, including project funding and acquisitions; AND Technical Experience 3: Experience conducting all phases of the systems development life cycle (SDLC) using traditional and modern methodologies (e.g., waterfall, spiral, Agile, etc.)for large, complex IT needs, including developing or assisting others with planning documents and requirements, design, testing, implementation, and decommissioning; AND Technical Experience 4: Experience in leading or managing a team of technical staff to administer, troubleshoot, deploy, or configure systems or applications in a hybrid infrastructure environment comprised of legacy, on-site applications, as well as more modern, externally hosted solutions.
