What you'd do
This position is part of the National Archives and Records Administration, Business Support Services. As the Business Support Services Executive, you will provide executive direction and coordination of the activities of: Facility acquisition, operations, repairs, and renovation; personal property management; physical security; and field financial support.
Major duties
As The BUSINESS SUPPORT SVCS EXEC, you will: Direct nationwide support services, including facility operations, property management, physical security, and field financial support. Collaborate with executive colleagues, managers, the CMA, COO, Deputy Archivist, and Archivist to address and resolve complex building infrastructure, safety, and security requirements. Serve as the Senior Agency Official for NARA's Continuity of Operations (COOP) and Continuity of Government (COG) mandates, while acting as the Designated Safety and Health Official (DASHO) and the senior official for physical and information security. Oversee operations to ensure rigorous financial due diligence and optimal resource utilization. Direct the Real Property Planning unit to strategically manage the agency's asset portfolio and the life-cycle of security and facility systems. Determine the overarching priorities, objectives, and policies of the Business Support Services office, establishing rigorous internal performance measures to ensure legal compliance, cost-effectiveness, and exceptional customer responsiveness. Champion a unified, "one voice" approach to service delivery by empowering front-line teams and management to propose process improvements, innovate, and advocate for customer-driven solutions. Partner with the senior NARA leadership team to shape the agency's strategic direction, producing creative, high-level approaches that drive aligned enterprise-wide outcomes, successful change management, and strategic relationship-building.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Demonstrated leadership in driving strategic vision and enterprise-wide operational plans that optimize resource management and customer service initiatives, while forging stakeholder coalitions to guarantee organizational success. TQ 2: Demonstrated leadership expertise in formulating and directing comprehensive enterprise policies and operations spanning facility and real property management, multi-disciplinary security, occupational safety, and Continuity of Operations (COOP/COG) type programs. B. EXECUTIVE CORE QUALIFICATIONS (ECQs): Your resume should demonstrate accomplishments that would satisfy the ECQs. The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications. There are five ECQs: 1. COMMITMENT TO THE RULE OF LAW AND THE PRINCIPLES OF THE AMERICAN FOUNDING - Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and rule of law, and commitment to serve the American people. 2. DRIVING EFFICIENCY - Demonstrated ability to strategically and sufficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. 3. MERIT AND COMPETENCE - Demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. 4. LEADING PEOPLE - Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. That includes, when necessary, the ability to lead people through change and to hold individuals accountable. 5. ACHIEVING RESULTS - Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: Noncompetitive Applicants - If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, ECQs are not applicable. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
