What you'd do

This position is in a Veteran Affairs Medical Center (VAMC) facility aligned with a Consolidated Patient Account Center (CPAC) organizationally under the Chief Operating Officer (COO). The CPAC is a regionally consolidated business entity established to enhance revenue within Veterans Health Administration (VHA) using an industry best model built on regional management of key aspects of the revenue cycle, process standardization, accountability, and economies of scale.

Major duties

Duties include but are not limited to: Providing accurate and timely billing and collection activities to be completed in accordance with national policies, VHA regulations and healthcare laws. Performing a wide variety of activities common to the segment of the program or function for which the employee is responsible. Making decisions or recommendations based on the development and evaluation of information that comes from various sources. Identifying and studying factors or conditions and determining their interrelationships as appropriate to the defined area of work. Using independent analytical techniques and theories to apply and interpret requirements, regulations, and procedures that identify and capture the applicable revenue activities from the affected assigned areas at the VAMCs to the CPAC. Serving as a financial ambassador/educator by providing Veterans, their families, VAMC teams and other internal and external agencies, guidance on repayment plans, waivers, interpreting insurance and eligibility benefits, and other factors that impact the Veteran's accounts for both First Party (FP) and Third Party (TP) billing. Independently evaluating the significance of actions within their span of responsibility, assigns disposition instructions, and implements the most responsive and cost-effective means for managing them. Independently researching, analyzing, generating, and correcting Veteran's FP co-payments for care as it pertains to a variety of complex VA programs, for VAMC provided services. Other related duties as assigned. Work Schedule: Monday - Friday, 8:00 am - 4:30 pm Compressed/Flexible: May be allowed at supervisor's discretion. Telework: Not authorized. Position Description/PD#: Reimbursable Billing Technician/PD30665A and PD30665A Relocation/Recruitment Incentives: Not authorized. Critical Skills Incentive (CSI): Not approved. Permanent Change of Station (PCS): Not authorized. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.

What you need to qualify

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/08/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-5, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Provides customer service to meets the needs of the customer. 2) Provides patient education to a diverse customer base utilizing telephone, face to face, electronic or written correspondence. 3) Identifies, reviews, analyzes, process and completes co-payments and insurance encounters and other billing related activities. 4) Independently reviews and processes all specialty billing encounters. 5) Reviews, analyzes, researches, and verifies insurance policy coverage, filing time frames, COB information and certification requirements for secondary billing.
