Administrative Officer
What you'd do
This position serves as the Administrative Officer for the Police Service within the St. Louis VA Health Care System. The St. Louis VA Health Care System is a large, complex medical center. The purpose of this position is to direct and perform functions that include personnel administration and management, budget and finance, procurement and contracting and a variety of related administrative assigned duties.
Major duties
Personnel Administration and Management Leads in administering programs concerning equal opportunity, merit promotion, employee/labor-management relations and position management Space management Serves as an authorized approving official for orders for supplies, services, equipment and resource management. Reviews requests to verify and ensure each section receives appropriate funds and resources available. Adapts analytical techniques and evaluation criteria to measure and improve program effectiveness and/or productivity. Budgeting/Financial Management Maintain awareness of available resources and makes recommendations regarding needs and distribution Gathering and analyzing budget needs Maintains internal controls for fiscal management Assembles and compiles budget information Develops monthly/quarterly cost ceilings maintaining control of funds to ensure accounts remain within authorized levels. Procurement/Contracting Manages procurement and contracting for the service Prepares procurement requests and evaluates proposals for work Initiates and prepares contracts Serves as Contracting Officer's Representative (COR) and maintains comprehensive procurement records. Performs other related duties as assigned. Work Schedule: Monday through Friday 7:30am to 4:00pm Telework: Not Authorized Virtual: This is not a virtual position. What you need to qualify
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/06/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: monitoring the functions of administrative services within an office; managing budget activities; assisting with human resources functions such as recruitment, position classification, position management, etc.; utilizing automated software to create, edit, format and distribute various correspondence, documents and reports; organize and maintain records and files; and maintaining databases. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. Equivalent combinations of successfully completed graduate-level education and specialized experience, as described above, which meet the total experience requirements for this grade level. NOTE: The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. If you select this option, you must submit a copy of your transcript with your application.
