This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. THIS POSITION WILL BE ASSIGNED TO ABERDEEN PROVING GROUND FOR THE FIRST 30 DAYS FOR TRAINING, THEN THE POSITION WILL SERVICE BOTH ABERDEEN PROVING GROUND AND ADELPHI, MARYLAND About the Position: Serves as Construction Control Representative with project lead and Contracting Officer responsibilities.

Major duties

Serve as Construction Control Representative with project lead and Contracting Officer Representative responsibilities for job site construction control of contract work. Makes visits to various work sites to evaluate the contractor's off-site operations, quality control operations and adherence to schedules, and to resolve complex interrelated construction problems and issues. Prepare cost estimates scope of work, sketches and contract package to issue modifications and/or delivery orders on requirement type contracts. Monitor field engineering projects, construction inspection and/or construction management duties involving the erection of a new structure, the installation of equipment and systems. Formulates and presents findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations.

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal Service which includes: 1) Interpreting plans and specifications to ensure that contractor work is in compliance with construction practices. 2) Exercising surveillance over contract construction projects for extensive geographic areas. 3) Conducting safety meetings to provide training for lower-graded construction inspectors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11)
