The primary purpose of this position is to provide a comprehensive inclusive approach to serving children and youth, ages six weeks to 18 years, with medical, educational, or other identified needs participating in Department of Defense (DoD) Child and Youth Programs (CYP).

Major duties

Classroom/Program inclusions support to include administering, implementing, and monitoring inclusion support and behavior support processes in classrooms and programs by Department of the Air Force CYP Inclusion Guide. Child & Youth Program (CYP) professional education & coaching is coordinated with the Training & Curriculum Specialist (T&Cs) to provide regular training and coaching opportunities. Supports the identification (Non-Clinical assessment) of needs and classroom supports for children and youth through observations conducted by CYP professionals. Works collaboratively and maintains a network with military and community agencies to provide access for interventions and other needed service. The position provides information and referral, and may serve on local early education councils or advisory groups alongside DoD Exceptional Family Member Program (EFMP) family support providers and School Liaisons (SLs).

What you need to qualify

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. or Combination of education and experience courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. NOTE: You must submit a copy of your transcripts. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is experience in administering, implementing, and monitoring inclusion and behavior support processes in accordance with the Department of the Air Force CYP Inclusion Guide. This involves conducting functional behavioral and non-clinical assessments to develop, implement, and monitor Inclusion or Behavior Support Plans (ISP/BSP) for children and youth (birth to 18 years). Duties require collaborating with military and community agencies to facilitate targeted interventions, utilizing a professional knowledge of early childhood and youth development, special education, and trauma-informed practices. Additionally, experience must reflect proficiency in adult learning facilitation and practice-based coaching-coordinated alongside Training & Curriculum Specialists-while applying strong oral and written communication skills to drive evidence-based childcare practices. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of the principles, theories, concepts, and practices of early childhood development, youth development, child care regulation regulations encompassing infant through school-age, youth and teens and child and youth development theories, methodology, and practices. Professional knowledge of early intervention, special education, early childhood inclusion, and evidence-based practice and trauma-informed practices that support inclusive environments related to birth to 18-year-olds. Skill in the practice-based coaching model, facilitating training with adult learners, providing feedback, and adjusting training pace and activities to meet diverse learning needs. Professional experience in observation and assessment methods and implementation science. Skill in conducting functional behavioral assessments and collaborating with a team to develop implement and monitor Inclusion or Behavior Support Plans (ISP/BSP). Ability to effectively communicate, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
