THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SURFACE MAINTENANCE MECHANIC SUPERVISOR (T32), Position Description Number D1295000 and is part of the AL FMS 28, National Guard. ORGANIZATION: FMS 28, MOBILE, AL SELECTING OFFICIAL: MAJ D. JONES

Major duties

(1) Planning: Plans on a quarterly or longer basis, the overall use of subordinate personnel and resources under their control. Determines resource requirements, materials, the number of subordinates and the types of skill necessary to accomplish long-range work schedules. Allocates resources and distributes work to organizational segments or groups under their control. Analyzes work plans developed by subordinate supervisors and monitors the status of their work in relation to the overall schedule requirements, including unanticipated or emergency requirements. Obtains prior approval of changes that would modify or deviate overall work schedules or affect work operations controlled by supervisors not under their control. Provides information and advice to higher-level supervisors, management officials, and staff organizations on feasibility of work assignments as scheduled, budget estimates, and workload data to assist in developing or reviewing proposed long-range schedules and work requirements, and may participate with superiors in planning conferences and meetings. (2) Work Direction: Assigns and explains work requirements and operating instructions to subordinate supervisors, sets deadlines, and establishes the sequence of work operations to be followed. Maintains balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations. Reviews and analyzes work accomplishments, cost, and utilization of subordinates to evaluate work progress, control costs, and anticipate and avoid possible problems by recommending corrective action to superiors. Participates with management officials and/or engineering personnel to develop qualitative and/or quantitative work standards. Evaluates work operations and reviews completed work and inspection reports to assure that standards are met. Coordinate work operations with the supervisors of other organizations and functions. (3) Administrative: Assures that subordinate supervisors effectively carry out policies to achieve management objectives. Recommends promotion or reassignment of subordinate supervisors, makes formal appraisals of their performance, and determines their training needs. Schedules leave of subordinate supervisors, reviews personnel actions, and performance appraisals initiated by them, acts on personnel problems referred by subordinate supervisors, and maintains administrative records. Serves as a management representative at hearings, meetings, and negotiations involving labor management relations. (4) Develops, publishes, and ensures employee compliance with standing operating procedures for the activity supervised. Implements and complies with agency, state, and federal regulatory Occupational Safety and Health, and environmental requirements. Ensures use of quality conformant products through compliance with established materials shelf life programs. Ensures all aspects of Force Protection to include physical security, facility and vehicle key control, property accountability, access control and employee protection in accordance with established policies and regulations. Implements procedures to account for all real property, installation property, MTO&E (Modified Tables of Organization and Equipment) property, TDA (Tables of Distribution and Allowances) property, and installed equipment located at or assigned to the facility in accordance with state and federal regulations and policies. Ensures subordinates are trained, qualified, and equipped with proper personnel protective equipment, environmental mediation equipment, and materials. Ensure the employees wear appropriate safety equipment and follow pertinent safety precautions. (5) Prepares for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises. May be required to perform such additional duties as structural fire fighting, aircraft fire/crash/rescue duty, security guard, snow removal, munitions loading and handling, heavy equipment operation, maintenance of facilities and equipment, or to serve as a team member on boards to cope with natural disasters or civil emergencies. May be required to serve as a member of the Command Maintenance Evaluation Team (COMET). (6) Performs other duties as assigned.

MILITARY REQUIREMENTS: This is an excepted service position that requires membership in a compatible military grade in the Alabama Army National Guard. GENERAL EXPERIENCE: Experience or training which demonstrates knowledge of equipment to be able to do routine jobs, simple preventative maintenance tasks, and can use common tools and equipment in the line of work. SPECIALIZED EXPERIENCE: In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
