This position is being filled under a stream-lined hiring authority, Title 21 of the United States Code (21 US Code 379d-3a) as amended by the 21st Century Cures Act of 2016, section 3072 and the Consolidated Appropriations Act of 2023, Section 3624. The candidate selected for this position will serve under a career or career-conditional appointment and be paid under the provisions of this authority. This position is being recruited based on the Title 21 Pay Table 4, Band G. .
Major duties
The Office of Surveillance Strategy and Risk Prioritization (OSSRP) is responsible for leading overall surveillance strategy development, oversight, and associated activities through a comprehensive and integrated approach. Detects and assesses hazards (new and emerging risks), and to assess the overall state of the food supply, including prevalence of various hazards across commodities. The Office Director manages subordinate staff units and performs the following: Responsible for the overall planning and evaluation of OSSRP programs. Oversees the day-to-day administration of the Office through the supervision of three Division Directors and one Staff Director. Reviews and makes recommendations regarding budget allocation, spending, personnel requests and proposals. Serves as the principal advisor to the Deputy Commissioner for Food on a wide variety of HFP responsibilities including microbial and chemical risk/hazard assessment and ranking and surveillance and the detection of risks in the food system. Provides direction for strengthening systems for conducting and coordination of risk analysis and surveillance activities and related research associated with national and international issues involving HFP-regulated products. Designs and evaluates dynamic, integrated work planning approach that optimizes HFP resource allocation. Includes the Food and Drug Administration’s (FDA) activities and ensures coordination with state and other regulatory partners Serves as a spokesperson and liaison for the HFP on surveillance and risk management activities at the local, state and federal levels. Provides leadership and direction to full range of risk assessment activities that covers both pathogenic and chemical sharing expertise from data collection to model building to end-use analysis.

In order to qualify for the Office Director, Office of Surveillance Strategy and Risk Prioritization position which falls under the 0601 occupational Series, you must meet the following requirements by 11:59 pm EST on 07/30/2026: The candidate must meet the following qualifications for this Title 21 position: Scientific, Technical, and/or Professional Fields Qualified and Outstanding Candidates a. The FDA OTS will use the technical qualifications defined below as a baseline for comparing experience levels and other candidate attributes for relevant positions. b, Outstanding candidates can be defined by existing outstanding work experience, outstanding performance rating, or both. Technical Qualifications: Candidates do not need to provide narrative responses. However, the technical qualifications must be reflected within the candidate's two-page resume. At least 5 years of experience leading a team or work related to surveillance, risk prioritization, and risk management activities impacting food. Experience advancing innovative initiatives efficiently; experience/knowledge in the government sector. Experience communicating highly technical information to a variety of stakeholders at the state and local level, national and international representatives, Members of Congress, etc. Ability to develop networks and build alliances; collaborates across boundaries to build strategic relationships and achieve common goals. Desired Qualifications: Experience leading and managing subordinate supervisors and teams effectively, with a track record of strategic decision-making and achieving business objectives. Knowledge and experience with implementing initiatives involving risk modeling, risk management strategies, public health risk ranking, and evaluating consumer complaints. This position is designated as an SES Equivalent position and is covered under the FDA Title 21 Executive Performance Management System and identified as a public filing position for ethics purposes. Supervisory Responsibilities: The incumbent provides occupational specific technical and administrative direction 25 percent or more of the time to three or more subordinate employees performing the work and functions of the organization.
